Economic Development Director
Richmond, Texas, a charming and expanding suburb of Houston and the proud county seat of Fort Bend County, is seeking a forward-thinking, dynamic Economic Development Director to lead the unified efforts of the City of Richmond and the Development Corporation of Richmond (DCR) in advancing economic development initiatives, business retention, and infrastructure planning. This leader will work closely with city leadership, staff, and local stakeholders to drive collaboration and community growth.
Located in the heart of Fort Bend County, Richmond is just 8 miles west of Sugar Land and a mere 15 miles southwest of Houston, offering easy access to all the amenities of the Houston Metroplex. Spanning approximately 5.1 square miles, Richmond blends its rich history with modern growth, creating a diverse community where residents truly enjoy the best of both worlds. The city is home to 13,305 residents in approximately 4,432 households and is on the cusp of significant residential and commercial expansion. Richmond sits directly in the path of growth for an area that is anticipated to reach 2.25 million residents by the year 2050.
The Economic Development Director will be responsible for researching market trends in the Richmond/Fort Bend/Houston area, identifying development opportunities, and promoting the city's business climate to stimulate investment and job creation. The role also involves monitoring and participating in strategic projects, advancing the Corporation's mission and priorities, overseeing the DCR budget, and managing retail development, small-business growth, and entrepreneurial support. This position requires close collaboration with the City Manager, city departments, statewide organizations and associations, governmental agencies, and the broader business community.
Education & Experience
A bachelor's degree in public administration, urban planning, business administration, real estate development, or a related field is required, along with five years of experience in economic development, business retention, real estate brokerage, retail development, or municipal government. Education beyond a bachelor's degree may substitute for up to two years of experience. Municipal experience is preferred, as are certifications such as Certified Economic Developer (CEcD), Economic Development Finance Professional (EDFP), and/or Certified Commercial Investment Member (CCIM). A valid Texas driver's license is required throughout employment.
Compensation & Benefits
The City of Richmond offers a salary range of $107,000 to $160,000, commensurate with education and experience. The benefits package includes health, dental, vision, life, and disability insurance; 13 paid holidays plus two floating holidays; vacation and sick leave; longevity pay; and an Employee Assistance Program. The position includes an annual car allowance of approximately $6,500.
The City participates in the Texas Municipal Retirement System, with a 7% employee contribution matched 2:1 by the City, and offers an optional 457 deferred compensation plan through MissionSquare. Additional benefits include holiday pay, an optional Roth deferred compensation plan, and other highly competitive offerings.
