Job Description And Duties

Under the general direction of the Attorney, Assistant Chief Counsel (AACC) in the Division of Occupational Safety and Health (DOSH), Department of Industrial Relations (DIR), the Staff Services Manager I, (SSM I) oversees and supervises the work of a group of analysts assigned to respond to the Public Records Act (PRA) requests and ensures DOSH responds to such requests in an accurate and timely manner in accordance with the Government Code. The SSM I serves as a subject matter expert in interpreting and applying applicable laws, rules, and regulations on the most complex PRA related matters, oversees the development of PRA training programs, and continually evaluates the performance of the unit.

Duties include, but are not limited to:

Planning, organizing, directing, and providing managerial review of the work performed by PRA staff. In collaboration with the Attorney Supervisor, reviews, develops, and creates policies, procedures, guidelines, and implementation plans for department-wide PRA processes. Directing the PRA units analyses and processing of the division's PRA requests. Ensuring proper coordination with DOSH attorneys and management and Office of the Director's Legal Unit in preparing and responding to PRA requests. Meeting with and providing regular updates to the AACC, Chief Counsel, and the Division Chief on the status of PRA requests as necessary. Oversees the development and delivery of PRA training curriculum using a variety of modalities and platforms for supervisors and staff statewide.

This is a full-time position headquartered in our legal offices located in the 22-story State office building, on the 19th floor, at 1515 Clay Street, Suite 1901, Oakland, California. The office is in a high rise building with both artificial and natural lighting in a cubicle environment. The incumbent is required to work extensively on the computer as necessary to accomplish their duties. Some travel may be required to attend meetings and training.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Please describe your experience and ability as it relates to the duties of a Public Records Act Manager SSM I. Your response must address the following:

Describe your experience in public or business administration in the areas of the Public Records

Act (PRA), Freedom of Information Act (FOIA), government services, policy analysis, privacy rights, legal services or occupational safety and health related matters.

Describe your experience as a manager, supervisor, and or team or project lead. Describe your experience streamlining and/or implementing new processes or procedures. Describe your experience analyzing, applying, and/or interpreting laws, regulations, or policies.
