Legal Counsel Position
Under the direction of the City Attorney, provides legal counsel to the City of Kyle, consults with and advises departments, officers, boards and committees. Also, as assigned: (a) serves as the primary prosecutor for Class C Misdemeanors in Kyle Municipal Court; (b) assists and advises outside attorneys representing the City; (c) processes and drafts documents related to requests under the Texas Public Information Act. Requires the exercise of initiative and independent judgment on matters of significance involving the City's general operations. The minimum starting salary is $74,435 - $91,927 * + Competitive Benefits* Eligible experience, education, and expertise may provide a greater starting base pay within the full pay range. Please Note: While recent law school graduates who sat for the July 2025 Bar exam are welcome to apply, any offer of employment will be contingent upon evidence of a license to practice law in the State of Texas prior to the first day of employment. Analyze legal issues and determine the law by reviewing statutes, regulations, cases, law reviews, and other legal research tools. Serves as the primary prosecutor for the Kyle Municipal Court handling all aspects of the prosecution including bench and jury trials on Class C Misdemeanors. Provide legal advice and opinion on issues involving all City departments. Performing and providing legal services, which may require negotiating, instructing, training, persuading, and communicating with client departments and with outside parties. Responding appropriately to directions, questions, and criticism from supervisors, client departments, and residents. Prepare, review and edit documents, including ordinances, resolutions, contracts, leases, easements, pleadings, motions and briefs. Represent the City, and advise and consult with clients and attorneys in a wide range of legal matters including contracts, legislation, employment issues, litigation, arbitration and mediation; and negotiate the terms of contracts, agreements and documents with opposing counsel and third parties. Develop solutions to problems by evaluating available courses of action and consulting with supervisors; counsel, advise and guide individuals, and work on issues with limited supervision. Utilize on-line research tools, including LexisNexis. Review Public Information Act requests and draft letters to the Attorney General when required. Perform related duties as assigned. Provide legal advice to City staff, officials, and executives. May train, coach, or mentor others. Doctor of Jurisprudence from an ABA-accredited law school. Member in good standing with the Texas Bar Association, eligible to practice law in the State of Texas. Must possess or be able to obtain a valid Texas Driver's License with an insurable driving record. 2+ years of experience as a practicing attorney in the State of Texas. Experience in prosecution or other legal work. Familiarity with the Texas Public Information Act. Spanish language proficiency. License to practice law in the State of Texas. Knowledge of and ability to learn laws and regulations applicable to home-rule municipalities in Texas. Knowledge of the Texas Penal Code and the Texas Transportation Code. Knowledge of and familiarity with municipal codes in Texas. Skill in handling multiple tasks and prioritizing. Skill in using computers and related software, including Microsoft Office products, LexisNexis, and Adobe products, and skill in minor troubleshooting of computers. Skill in effective communication, both verbal and written, including the ability to draft legal documents. Ability to provide high-level customer service. Ability to maintain cooperative relationships with other city officials and with the public. Ability to exercise judgment and discretion in dealing with the public and in interpreting and applying departmental policies and procedures. Ability to work cooperatively with people of diverse backgrounds, and maintain effective working relationships with co-workers, supervisors, and the public. Ability to exercise judgment and discretion when dealing with problems involving several variables. Ability to handle multiple priorities and maintain accuracy. Ability to exercise tact, good judgment, and initiative. Effective communication and interpersonal skills. Must work well independently and in teams.
