City Engineer

The City of Bixby is seeking a highly qualified and motivated City Engineer to join our Public Works team. Under the general supervision of the Public Works Director, the City Engineer will be responsible for planning, directing, and coordinating municipal construction and maintenance projects, ensuring effective engineering solutions for the City's infrastructure. Key Responsibilities: Respond to public and developer inquiries regarding engineering, construction, and legal requirements. Collaborate with consultants, neighboring cities, and government agencies on planning and coordination of City infrastructure projects, both Public and Privately Financed (P.F.P.I). Prepare and present reports to the City Council and Planning Commission on project priorities, cost estimates, and public improvement needs. Supervise engineering surveys, plans, and specifications for construction projects, including roads, utilities, parks, and municipal facilities. Maintain accurate engineering records, including data on streets, sewer, water lines, and municipal properties. Advise the City Manager, City Council, and Department Heads on engineering issues and provide technical expertise. Work with regulatory agencies (O.D.E.Q., E.P.A., etc.) on project approvals, funding, and compliance with environmental regulations. Oversee the City's floodplain management program and ensure compliance with relevant ordinances. Ensure safety policies and procedures are followed during all engineering operations. Required Qualifications: Bachelor's Degree in Civil Engineering from an accredited institution. Licensed Professional Engineer (PE). Experience in municipal engineering, construction, or a related field, with supervisory experience preferred. Desired Qualifications: Proficient in CAD software and other engineering tools. Strong knowledge of water and sewer systems, paving, grading, stormwater management, and construction methods. Familiarity with federal, state, and local regulations, including environmental and safety compliance. Skills and Abilities: Strong leadership, project management, and organizational skills. Excellent written and verbal communication skills, with the ability to present complex technical information clearly. Ability to make sound engineering decisions and communicate effectively with both technical and non-technical stakeholders. Must possess a valid Oklahoma driver's license. Physical and Environmental Requirements: Primarily office-based with occasional field inspections, requiring the ability to navigate construction sites. Occasional evening meetings and responsiveness to inquiries from the public and City officials.
