Purpose / Summary
The Environmental Health and Safety Compliance Manager (EHSCM) will report to the General Manager and execute work site evaluations, identify safety hazards, and recommend controls to increase overall safety in all operations. The EHSCM is responsible for all aspects of safety, risk management, risk abatement, training, reporting of safety issues, and environmental compliance including HAZMAT, HAZWASTE, HAZWOPER, and HAZMIN. The EHSCM will evaluate work areas to identify hazards and coordinate with the General Manager to ensure compliance with local U.S. Army and DoD safety policies and regulations, contract safety requirements, state and federal regulatory issues, and Japan Environmental Governing Standards (JEGS). The role supports inspections of work sites and facilities with local USAR-J, USAG-J, Sagami Depot, Yokosuka Environmental Division, and ASC/ACC as directed. Key Responsibilities
Conduct accident investigations, interpret results, present conclusions, and recommend corrective actions to the General Manager. Initiate weekly and holiday safety briefings. Review, write, and update Risk Assessments for COSIS and Field Level Maintenance Operations. Work with onsite personnel on the proper handling of Hazardous Materials and the disposal of Hazardous Waste, coordinating with on-site government personnel. Capture near misses and accidents; prepare written reports for the General Manager and USMMI Corporate Management as requested. Conduct daily safety inspections onboard vessels and at worksites (including subcontractors) to ensure compliance with Federal, DoD, USAR-J, USAG-J, Sagami Depot, Yokosuka Environmental Division, ASC/ACC, and USMMI policies. Develop and conduct safety and health training programs. Identify, research, and document safety item orders through GCSS-Army and local purchasing from vendors. Support COSIS operations and take on additional duties or certifications as needed by the General Manager or Maintenance Supervisor. Support safety and environmental commitments and certifications. Perform other position-related duties as directed by management. Education and Experience
Minimum of 4 years of experience as a safety professional in shipyard/ship repair environments. Working knowledge of OSHA 1910, 1915, EPA, and NFPA standards. Experience with technical equipment for noise monitoring, paint sampling, and air monitoring. HAZWOPER certification, RCRA certification, Active Shipyard Competent Person Certification. CPR & First Aid Training. Technical Skills and Competencies
MS Office Suite (Word, PowerPoint, Excel), MS Outlook, web applications, and document publishing applications (preferred). Excellent written and oral communication; adaptable and flexible. Commitment to safety and company standards and certifications; compliance with OSHA standards. Ability to wear required PPE as prescribed under OSHA standards. US citizen capable of obtaining a DSS security clearance. USMMI is a drug-free workplace and conducts random drug testing. Learning & Development
