The State Treasurer's Office (STO) is an independent elected constitutional office. STO manages assets that are derived from the collection of tax receipts, the proceeds from bond sales and deposits into the Local Government Investment Pools. This position within the Investment Division at STO supports the management of these assets that are not immediately needed for government operations or to fund capital projects. This position assists in managing over $17 Billion of funds across seven portfolios. This position has a fiduciary responsibility. STO shall follow 6-10-10 NMSA and three fundamental principles: safety, liquidity, and yield. The STO investment portfolio is governed by NM state statutes. The State Treasurer's Investment Policy dictates the guidelines for all STO investments, under the advice and consent of the State Treasurer's Investment Council and the NM Board of Finance.

Why does the job exist?

This position supports the management and trading of over $17 billion in short duration assets in accordance with state statute and the investment policy. As the operational assistant to the portfolio managers, responsibilities include the accurate and timely processing of all transactions, data collection and report generation of monthly investment activity. A successful candidate will be following economic developments and credit trends, utilizing electronic trading platforms, gaining expertise in the management and trading of assets, becoming fully able to step in when called upon. Maintaining compliance with the investment policy, liaising with broker/dealers, custodial banks, STO's transactions bureau and the cash management division will be required skills.

How does it get done?

Transaction Support: responsible for the processing of all STO investment trade activity in a fast-paced environment. Respond to dealer requests for account information, troubleshoot trade discrepancies to facilitate timely settlement of all transactions, compile the required trade documentation, and perform data entry into the custodial platform.

Research: evaluate and compare allowable investment options including repurchase agreements, money market funds, commercial paper, US Treasury securities, government agency instruments, and corporate bonds. Follow economic and credit trends to acquire the knowledge to understand investment strategies employed, while monitoring approved issuers and counter parties associated with STO investments.

Reporting: source investment information necessary to generate monthly reports required for presentation to the State Treasurer's Investment Council and the NM Board of Finance. Provide ad hoc reports utilizing accounting, Bloomberg, and other platforms as needed.

Communication: Work closely with the compliance and risk division as well as the transaction division within Cash Management, coordinate with broker/dealers, and custodial bank to efficiently perform all duties associated with investment transactions, reporting and accounting functions as well as strive for best practices and internal controls. Convey immediately all concerns, questions, and pertinent information to assure the successful execution of the primary responsibilities of the investment division to the Chief Investment Officer and portfolio managers.

Ideal Candidate

Knowledge of Bloomberg, fixed income securities and familiarity with economic and financial data trends,

Experience with Investment Accounting Systems

Ability to perform effectively in a fast-paced environment, able to meet strict deadlines without compromising quality,

Ability to Communicate with internal and external agencies and local governments in a timely and professional manner.

Minimum Qualification

Associate's Degree in Finance, Accounting, Economics, Business Management and Administration, Applied Mathematics, or Statistics and two (2) years of work experience in institutional investing, pension fund management, trust fund management, or applied mathematics. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some overtime and schedule flexibility may be required. Some travel may be required.
