Ors Technical Specialist
The Louisiana Workforce Commission (LWC) is seeking an ORS Technical Specialist to join the Office of Unemployment Insurance. This position utilizes detailed knowledge of the LWC Unemployment Insurance Program to design, test, and assist in the implementation of automated system changes. Minimum Qualifications Six years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services; OR Six years of full-time experience in any field plus three years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services; OR A bachelor's degree plus three years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services; OR An advanced degree in any field or a Juris Doctorate plus two years of experience in unemployment insurance, workforce development programs, workers' compensation, administrative services, or social services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: Project Management: Utilize project management (PM) skills to manage all projects. This activity will include the utilization of appropriate PM software, assigning tasks, deadlines, resource allocations, identifying responsible parties, and tracking all activities. Subject Matter Expert (SME): Independently performs process analysis encompassing subject matter expertise to translate business requirements into system change deployments and/or business process changes. Documents system defects and recommends/initiates corrective action. Knowledge Base: Obtains and maintains a detailed knowledge of all federal and state policies and regulations that relate to the UI program. User Acceptance Testing (UAT): Creates formal written test plans to capture all conditions necessary to test all aspects of requirements identified in the BRD. The incumbent may conduct actual testing. Design of automated system changes: Identifies, captures, and documents all business and functional requirements associated with a needed automated system change enhancement. Position-Specific Details: Appointment Type: This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
