(No relocation allowed). Position Summary: The Client is seeking an experienced

Enterprise Program Manager Executive

to lead and support the implementation of a modern, integrated

Enterprise Asset Management System (EAMS) . This critical program will replace multiple legacy and end-of-life systems, streamline asset-related processes, and improve data sharing and analytics across transportation operations. The selected Program Manager will oversee multi-phase program execution, cross-functional stakeholder engagement, system integrations, and vendor management while ensuring alignment with SCDOTs strategic goals. Key Responsibilities: Program Leadership & Oversight Lead the EAMS program implementation across multiple domains including Pavement, Maintenance, Fleet, Traffic, ROW, GIS, and more. Oversee program governance, project milestones, deliverables, and post-implementation support. Align business objectives with technical capabilities and ensure successful deployment. Stakeholder Engagement Collaborate with business units, IT leaders, engineers, and executive sponsors. Facilitate workshops, reviews, and progress reporting sessions to ensure stakeholder alignment. Strategic Planning & Integration Management Develop program roadmaps, resource allocation plans, and implementation timelines. Ensure seamless integration with existing enterprise systems including RIMS, BrM/BrR, GIS/LRS, SCEIS (SAP), P2S, and SharePoint. Process Modernization & Governance Standardize and refine asset management processes for efficiency and automation. Promote data-driven decision-making and compliance with federal/state reporting requirements. Risk & Change Management Proactively identify and mitigate risks across the program lifecycle. Lead change management, user adoption strategies, and staff training. Vendor & Contract Management Manage external vendors, consultants, and solution providers to ensure contract adherence, quality delivery, and program success. Required Skills & Qualifications: Bachelors degree in

Information Systems, Engineering, Public Administration, or Business Administration

(Masters preferred). PMP, PgMP, or equivalent certification

in project/program management. 8+ years

managing large-scale IT or enterprise system programs. 5+ years

with asset management systems and business process transformation. 5+ years

with legacy system modernization, ERP, GIS, and asset tracking integration. Hands-on experience with

SharePoint, ESRI GIS, or SQL-based systems . Strong leadership, communication, documentation, and stakeholder management skills. Preferred Skills & Qualifications: Certifications such as

ITIL, Lean Six Sigma (Green/Black Belt) , or other process improvement credentials. Familiarity with

FHWA compliance, federal/state transportation systems, and data reporting . Prior experience with

SCDOT or other DOT agencies . Proven track record managing

multi-system integration efforts

involving Transportation Asset, LRS, and GIS platforms.
