No relocation allowed Title : Enterprise Program Manager -7974 Location : Columbia,SC Duration : 12 Months Job Type : C Description : Summary seeking an experienced Program Manager to lead and support the implementationof a modern, integrated Enterprise Asset Management System (EAMS). This effortwill replace multiple legacy and end-of-life systems, streamline asset-relatedprocesses, and improve data sharing and analytics across critical operationaldomains. The Program Manager will be responsible for planning,coordinating, and overseeing a multi-phased program that spans variousdepartments and technologies. This role demands strong leadership,cross-functional coordination, and deep experience in enterprise systemmodernization and integration, especially in transportation or public sectorenvironments. Responsibilities Program Leadership & Oversight Lead the EAMS program implementation includingstakeholder involvement, vendor coordination, deployment, andpost-implementation support. Manage multiple workstreams supporting corefunctional areas including Pavement, Maintenance, Fleet, Traffic, ROW, GIS, andothers. Ensure alignment between business objectives,technical capabilities, and implementation milestones. Ensure project deliverables meet projectrequirements and deadlines Stakeholder Engagement Engage regularly with the business unit, systemowners, IT leads, engineers, and executive sponsors across SCDOT. Facilitate workshops, interviews, and reviews tovalidate requirements, report progress, and gather feedback. Strategic Planning & Integration Management Develop and maintain program roadmaps,implementation timelines, and resource plans. Ensure smooth integration with existing systemssuch as RIMS, BrM/BrR, GIS/LRS, SCEIS (SAP), P2S, SharePoint, and more. Process Modernization & Governance Collaborate with departments to refine assetmanagement processes and align with EAMS capabilities. Promote standardization, automation, anddata-driven decision-making across asset types. Risk & Change Management Identify, assess, and manage risks throughoutthe program. Lead change management efforts to ensureadoption, training, and operational transition. Vendor & Contract Management Manage external consultants and solutionproviders to ensure contract compliance and timely delivery. Skills : Required Qualifications: Bachelor’s degree in Information Systems,Engineering, Public Administration, or Business Administration (Master’spreferred). PMP, PgMP, or equivalent project/programmanagement certification. Minimum of 8 years of progressive experience inmanaging large-scale IT or enterprise system programs. Demonstrated experience managingcross-functional teams in public sector, transportation, or infrastructuredomains. 5 years experience of asset management systemsand business process transformation. 5 years Experience with legacy systemmodernization and integration of ERP, GIS, and asset tracking systems. Working knowledge of technologies such asSharePoint, ESRI GIS, and SQL-based systems. Exceptional communication, documentation, andstakeholder engagement skills. Preferred Qualifications: ITIL, Lean Six Sigma (Green/Black Belt), orrelated process improvement certifications. Familiarity with federal/state transportationsystems, data reporting, and FHWA compliance. Prior experience with SCDOT systems or similarDOT agencies is highly desirable. Proven ability to manage multi-systemintegration efforts, preferably involving Transportation asset, LRS, and GISplatforms. Program Areas Supported The EAMS Program will support and integrate across multipledomains including but not limited to: Pavement Management Fleet, Facilities, and Maintenance Asset Trade-Off & Performance Analysis Stormwater, Sidewalks, Guardrails, Vegetation,and Debris Management Traffic Signals and ITS Geographic Information Systems (GIS) and LinearReferencing System (LRS) · Permitting and Work Request Portals
