SUMMARY Arcticom, LLC, a company within the BSNC familyis currently seeking a qualified Systems Engineer to support the technical operations, maintenance, and optimization of the Enterprise Contract Writing Module (ECWM) within the Defense Health Agency (DHA). This role focuses on system configuration, data exchange, troubleshooting, and supporting functional system administration (FSA) tasks under the guidance of the Senior Systems Analyst. Systems Engineer ensures ECWM operates efficiently, complies with cybersecurity requirements, and supports data migration and reporting needs in alignment with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) standards. Wage/Salary Range: $135,000 – $155,000 ESSENTIAL DUTIES & RESPONSIBILITIES The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned. oSystem Configuration and Operations: Assist in configuring and maintaining ECWM software, ensuring reliable system performance and supporting data exchanges with Electronic Document Access (EDA) and Federal Procurement Data System-Next Generation (FPDS-NG), including transmitting and correcting Contract Action Reports (CARs) and uploading documents. oTechnical Support and Troubleshooting: Provide technical support for ECWM, including diagnosing and resolving system issues to maintain performance, with no more than two validated customer complaints per month per Functional Administrator. oData Migration Support: Assist in manual and system-to-system data migrations from external offices to ECWM, ensuring data accuracy and compliance with DHA protocols. oReport Development Assistance: Support the creation and maintenance of ECWM-related reports, such as Office Workload Reports and Completed Actions Reports, to facilitate management’s data analysis and decision-making processes. oCybersecurity Compliance: Implement and maintain security controls in accordance with DoD 8570.01-M, NIST SP 800-53, and DoDI 8510.01 Risk Management Framework (RMF) requirements. Ensure compliance with DHA cybersecurity policies, including protection of Controlled Unclassified Information (CUI), Personally Identifiable Information (PII), and Protected Health Information (PHI). oNetwork and System Access: Support the establishment and maintenance of secure communication links, such as VPN appliances, for ECWM access through the Procurement Integrated Enterprise Environment (PIEE). Conduct monthly reviews of contractor access to verify continued need. oEnd-of-Year Surge Support: Provide additional technical support during the September surge period, up to 100 hours, to meet fiscal year-end requirements. oUSUHS Support: Assist with ECWM technical operations for the Uniformed Services University of the Health Sciences (USUHS). oDocumentation and Compliance: Contribute to the development of Standard Operating Procedures (SOPs) and other technical documentation as needed. oMeeting Support: Assist in preparing technical materials for organizational meetings and documenting outcomes as directed oSupport system administration and data exchange tasks with no more than two validated customer complaints per month. oEnsure technical support and troubleshooting align with performance requirements, maintaining system reliability and user satisfaction QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION To perform this job successfully, an individual must be able to satisfactorily perform each essential duty. Required (Minimum Necessary) Qualifications oBachelor’s degree in a relevant field (e.g., Computer Science, Information Technology, Engineering, or related discipline). oMinimum of four (4) years’ of experience in systems engineering, preferably with exposure to DoD procurement systems such as ECWM, Contracting Information Technology (CON-IT), or Procurement Desktop Defense (PD2). oMust be able to obtain and maintain DoD-approved Information Assurance (IA) certifications per DoD 8570.01-M for IA technical positions. oMust pass the mandatory background investigation and the security awareness training and comply with DHA Personnel Security Office guidelines. Knowledge, Skills, Abilities, and Other Characteristics oProficiency in system configuration, maintenance, and troubleshooting for enterprise applications. oWorking knowledge of FAR and DFARS regulations. oFamiliarity with data exchange processes and interfaces (e.g., EDA, FPDS-NG). oStrong technical and analytical skills for diagnosing system issues. oAbility to work collaboratively under the direction of senior staff and communicate effectively with technical and non-technical stakeholders. WORK ENVIRONMENT Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required. SUPERVISORY RESPONSIBILITIES oNo supervisory responsibilities. ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results.
