Overview

The HR Manager plays a key leadership role within the Human Resources team, driving forward critical initiatives that promote a fair, compliant, and engaged workplace. This role supports core compliance functions, including coordination of workers' compensation and unemployment processes, and assists with related reporting requirements. The HR Manager conducts job description management and leads recruitment efforts. Reporting to a senior leadership position within the organization, the HR Manager works collaboratively to support a mission-focused and high-accountability culture.

What You'll Do

  • Provides support and guidance to HR specialist, management, and other staff when complex, specialized, and sensitive questions and issues arise; may administer routine tasks in delicate circumstances such as reasonable accommodations, FMLA leaves, investigating allegations of wrongdoing, and terminations.
  • Works closely with Senior Leadership to oversee employee disciplinary meetings, terminations, and investigations.
  • Manages the organization's workers' compensation and unemployment claims processes, ensuring timely reporting, accurate documentation, and compliance with applicable state and federal regulations; collaborates with internal stakeholders and third-party administrators to support effective case resolution and mitigate risk.
  • Partners with the HR team to understand and execute the organization's human resource and talent strategy, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Oversees the administration of wage garnishments, ensuring proper documentation, timely processing, and strict adherence to state and federal regulations; collaborates with Payroll to ensure accurate deductions and employee communications.
  • Provides experienced support for audit compliance activities, including preparation of workforce census reports, data collection coordination, and timely response to internal and external audit inquiries.
  • Assists in analyzing trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to attract and retain top talent.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Attends and participates in all required meetings and events as applicable.
  • Performs work in alignment with the organization's mission, vision, and values and Foundations for Success.
  • Maintains consistent attendance and punctuality to serve clients effectively.
  • Performs other duties as assigned, consistent with the general responsibilities of the position.

Minimum Education & Experience

  • Bachelors' degree in Human Resources, Business Administration, or related field, or a minimum of 5-7 years in Human Resources with a proven record of advancement within the HR field.
  • PHR or SPHR or SHRM-CP or SHRM-SCP highly preferred.
  • Or, equivalent combination of education and experience to perform the essential functions.

Minimum Qualifications & Requirements

  • Must be 21 years of age (licensing requirement).
  • Possess a valid Arizona driver's license and be insurable under the agency's automobile policy.
  • Must be able to provide DPS fingerprint clearance.
  • Must be able to meet training and agency compliance requirements for the position.
