Database Administrator (Oracle) - Tier III
The Database Administrator (DBA) is responsible for the secure, reliable, and high-performance operation of Oracle databases supporting the DFAS DRAS-M IL-5 Cloud Tenant. This position plays a vital role in maintaining financial systems that are mission-critical to Department of Defense operations. The DBA will design, implement, and manage highly available Oracle database environments, ensuring they meet stringent DoD IL-5 security requirements. Duties include administering clustered and replicated databases, optimizing query performance, implementing data backup and recovery strategies, and ensuring compliance with DoD STIGs and RMF controls. This role requires advanced technical skills, a proactive approach to troubleshooting and optimization, and the ability to collaborate with developers, system administrators, network engineers, and DFAS stakeholders to ensure seamless database performance across production, test, and development environments. Responsibilities: Install, configure, and administer Oracle databases in IL-5 compliant cloud environments. Design and maintain database architectures for high availability (HA), disaster recovery (DR), and clustering solutions (e.g., Data Guard, RAC). Ensure data integrity, confidentiality, and availability through robust security controls and compliance with DoD STIGs. Monitor database performance and proactively tune queries, indexes, and system parameters for optimal performance. Implement and manage robust backup and recovery solutions using RMAN and related tools. Perform vulnerability scanning, patch management, and remediation in coordination with the Cybersecurity team. Support Infrastructure as Code (IaC) and containerized database deployments as required. Collaborate with developers to optimize SQL queries and ensure efficient schema design for Oracle/Java-based financial applications. Maintain documentation including data dictionaries, SOPs, and system architecture diagrams. Provide Tier III escalation support for complex incidents, ensuring rapid resolution and minimal downtime. Participate in on-call rotations to support 24/7 operations and respond to database-related incidents. Required Qualifications: Bachelor's degree in Computer Science, Information Technology, or related discipline. Minimum of 5 years' experience as an Oracle DBA, with at least 3 years supporting DoD or IL-5+ secure environments. Oracle Certified Professional (OCP) or equivalent certification. Expertise in high-availability configurations (Data Guard, RAC, clustering). Strong experience with RMAN backup/recovery, patching, and database hardening. Proficiency with SQL tuning, schema design, and database security best practices. DoD 8570 IAT Level III certification (e.g., CASP CE, CCNP, CISA, CISSP (or Associate)). Demonstrated knowledge of DoD STIGs, NIST 800-53, and RMF compliance requirements. Excellent troubleshooting skills and ability to resolve complex database issues under pressure. Preferred Qualifications: Master's degree in Information Systems, Database Administration, or related technical field. Experience with containerized Oracle deployments or cloud-native database services. Familiarity with financial applications and DFAS-specific database requirements. Experience integrating database monitoring into SIEM solutions (e.g., Splunk, ArcSight). Previous experience supporting 24/7 DoD enterprise financial environments. Advanced certifications such as Oracle Certified Master (OCM).
