Job Description:
This position is a temporary, time-limited grant-funded position in response to the 2025 Central Texas Floods declaration.
The Federal Emergency Management Agency (FEMA) provides Crisis Counseling Assistance and Training Program (CCP) grants fund mental health assistance and training activities provided in counties following a presidentially declared disaster. These grants are based on local needs and developed in collaboration with local mental health and behavioral health authorities (LMHAs/LBHAs) in the affected regions.
Disaster Behavioral Health Coordination (DBHC) administers this grant program using a programmatic and fiscal structure. The Manager will oversee and coordinate the provision of both Fiscal and Programmatic components and help develop disaster recovery and support disaster program services. The position, in coordination with the DBHC Associate Director of Response and Recovery, will provide oversight and guidance to CCP grant-funded staff, as well as grantees/contractors. The Manager will ensure (1) program and fiscal activities are achieved according to grant deliverables, (2) reports are accurate, complete, and submitted per guidelines established in accordance with HHSC and federal requirements and (3) staff regularly monitor and report findings to ensure compliance with staffing and expenditure parameters.
This position performs advanced (senior-level) managerial work providing direction and guidance related to HHSC, Texas Division of Emergency Management, FEMA, and the Substance Abuse and Mental Health Services Administration's (SAMHSA) strategic programmatic operations and federal disaster funding. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment relating to federal disaster funding.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy.
Administrative - 30%
Provides direct supervision to HHSC's CCP funded grant staff, conducts performance evaluations, approves leave requests, encourages professional development, and handles other human resource related matters. Develops and maintains positive relationships and effective communication with funders, service providers, the DBHC CCP staff, internal, and external stakeholders.
Oversees and coordinates the programmatic and financial functions of the CCP grant. In coordination with the Associate Director of Response and Recovery, this position will work closely with the HHSC and LMHA dedicated CCP staff to coordinate efforts in planning and responding to the aftermath of disasters and critical incidents. The position will provide oversight and guidance to HHSC staff and contractors to ensure that program activities are achieved according to grant deliverables.
Plans, develops, and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities for DBHC CCP staff. Plans, assigns, and supervises the performance of a variety of senior-level financial management and technical assistance, training, research, planning, policy, program assessment, and administrative activities for the federal disaster funding.
Directly supervises a team responsible for examining recommendations that address policy and program-related matters related to the implementation, enhancement, expansion, or reduction of federal disaster funding initiatives. Drafts and coordinates information and communications related to legislative responses and reports, public presentations, correspondence, and memoranda for internal and external representatives.
Fiscal - 30%
Monitors required financial reports and recommends appropriate changes. Analyzes program operations to identify problems and prepares reports that include findings and recommendations for improvements. Reviews results of special federal disaster investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
Develops, reviews, and approves budgets impacting the federal disaster funding. Develops and implements techniques for evaluating federal disaster activities. Develops and establishes goals and objectives to meet FEMA and SAMHSA requirements. Establishes priorities, standards, and measurement tools for determining progress in deadlines and goals. Identifies the need to revise targets. Provides clear explanations of program and agency statutory requirements. Responsibilities may encompass work with community and professional groups to coordinate, improve, and secure financial support for federal disaster funding.
Program - 30%:
Ensures that program reports and program related correspondence are accurate, complete, and submitted in accordance with guidelines established by HHSC and federal requirements. Develops and establishes goals and objectives to meet FEMA and SAMHSA requirements.
Serves as a subject matter expert. Identifies areas of needed change and makes recommendations to improve operations. Establishes priorities, standards, and measurement tools for determining progress in deadlines and goals. Analyzes program operations to identify problems and prepares reports that include findings and recommendations for improvements. Reviews results of special federal disaster investigations, needs, research studies, forecasts, and modeling exercises to provide direction and guidance.
Directs the collection, organization, analysis, and preparation of materials in response to requests for federal disaster program information and reports.
