Summary The Project Manager is responsible for developing U.S. Government (USG) proposal & requirement package documentation, curating problems, providing SME support, aligning stakeholders, and managing the execution of awarded projects from initiation to completion, ensuring successful delivery within the defined scope, budget, and timeline. This role emphasizes the use of Agile and Predictive Project Management tools to rapidly field new technologies and innovative solutions for SBCC's U.S. Government customers. The Project Manager must demonstrate strong organizational, communication, and problem-solving skills, collaborating closely with USG stakeholders, the Technology Scouting and Vetting Cell (TS&V), Procurement Specialists, Acquisition Program Managers (APM), Site Directors, and serving as a core member of the SBCC Integrated Product Team (IPT). A key responsibility of this role is to maintain data integrity within the project management tool to ensure accurate and real-time information delivery for informed decision-making and effective project tracking. Additionally, a solid understanding of Department of Defense (DoD) acquisition processes, including Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR) programs, and other funding mechanisms, is essential to succeed in this role. Essential Functions Project Planning and Execution

The?Project Manager?is tasked with developing and maintaining detailed project plans that define the scope, objectives, timelines, and deliverables (project charters). By collaborating with internal teams, external vendors, and stakeholders, such as the?Technology Scouting and Vetting Cell (TS&V)andProcurement Specialists, the Project Manager ensures project activities are aligned with the established plan. The role emphasizes using?AgileandPredictive Project Management?tools to rapidly field new technologies and innovative solutions, ensuring that projects are executed efficiently from initiation to completion for SBCC's U.S. Government (USG) customers.

Risk and Issue Management

The?Project Manager?identifies and manages risks early in the project lifecycle by assessing their impact and developing mitigation strategies. When significant issues arise, the Project Manager escalates these risks to senior stakeholders, such as?PMO Director, Senior Project Manager, Acquisition Program Managers (APM)?and?Site Directors, to resolve them efficiently and keep the project on track. This approach ensures that the project milestones are met without major disruptions.

Stakeholder Communication

As the primary contact for project-related communications, the?Project Managerensures clear and timely updates to stakeholders, including the?Integrated Product Team (IPT)?and USG stakeholders. These communications provide insights into project progress, risks, and scope changes, ensuring that all stakeholders are aligned throughout the project lifecycle. Effective communication is essential for keeping the project on target and fostering collaboration. This is captured in use of project management tools such as, but not limited to, communication plans.

Resource Coordination

The Project Manager ensures efficient resource allocation by collaborating with internal teams and external vendors to meet project deadlines. By managing dependencies and maintaining cross-team collaboration, the Project Manager ensures smooth execution in line with project scope and objectives. Additionally, the Project Manager assesses project support travel and communicates these needs to the PMO Director and Senior Project Manager for approval.

Budget and Financial Tracking

The?Project Manager?oversees the project budget, ensuring that financial resources are used effectively, and the project remains within budget. This involves providing accurate cost estimates, monitoring expenditures, and addressing any budget overruns. The Project Manager plays a critical role in maintaining the quality of deliverables while managing financial constraints.

Performance Monitoring and Reporting

The?Project Manager?tracks project performance using?key performance indicators (KPIs)?and metrics, ensuring all milestones are met. Regular performance monitoring and reporting allow for informed decision-making, keeping stakeholders updated on the project's progress. Data-driven insights ensure that project execution stays aligned with strategic goals.

U.S. Government (USG) Proposal Documentation and Problem Curation

The?Project Manager?plays a pivotal role in developing USG proposal documentation, problem curation, and stakeholder alignment. This includes working closely with stakeholders to define project scope/goals and aligning them with USG objectives. The Project Manager must also have a strong understanding of?Department of Defense (DoD) acquisition program management ,

particularly within the context of?Small Business Innovation Research (SBIR) and?Small Business Technology Transfer (STTR)?programs and other funding mechanisms.

Data Integrity and Real-Time Information Delivery

A key responsibility of the?Project Manageris maintaining data integrity within project management tools, ensuring accurate and real-time information is available. This allows for informed decision-making and effective tracking of project progress, ensuring transparency and accountability throughout the project lifecycle.

Required Qualifications (Specialist Category) Associate degree in related field

3-5 years of related work experience

Highly Recommended Project Management Certification: Certified Associate in Project Management (CAPM) or Scrum Master Certification (CSM, PSM I) or Google Project Management Professional Certificate or PRINCE2 Foundation or Project+ or Agile Certified Practitioner (PMI-ACP) or Lean Six Sigma Yellow Belt or DIU Agile Acquisition Certification or Project Management Essentials (various providers)

Excellent organizational skills and attention to detail

Excellent written and communications skills

Proficient in Microsoft Office Suite

Familiar with project management software (Asana, Click-Up, etc.)

Strong analytical, problem-solving, and conflict resolution skills

Familiar with Agile/Predictive Project Management practices

Prior project management experience

Strong communication, leadership, interpersonal, and administrative skills

Ability to develop and maintain effective working relationships with Senior Military Leaders, staff personnel, and contractors

Preferred Qualifications (Lead / Senior Categories) Bachelor's degree in Business Administration, Project Management, or a related field

Advanced Degree: Business, Project Management, or other related field

Advanced Certifications: Project Management Professional (PMP) Certification or Program Management Professional (PgMP) or Portfolio Management Professional (PfMP), Lean Six Sigma Green or Black Belt, Certified ScrumMaster (CSM), Agile Certified Practitioner (PMI-ACP), Information Technology Infrastructure Library (ITIL), Prosci Change Management, Risk Management Professional (PMI-RMP), Strategic Leadership Training, DAWIA, CPI, Executive Coaching, Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), or Defense Innovation/Acquisition University (DIU/DAU) courses

Prior experience working on/with HQ Staff; 4+ years related work experience

Knowledge / Understanding of JCIDS and PPBE processes

Knowledge / Experience with business and/or marketing practices

Knowledge / Experience with developing government contract proposals

Familiarity with contracts, legal, and financial management

2+ years Government acquisition / contract project experience

Familiarity with DoD Instruction (DoDI) 50002 (Operation of the Defense Acquisition System) and other related DAWIA education

Travel required Varies depending upon location. Hybrid / remote personnel are expected to visit and meet at customer site as required to execute responsibilities. Additional travel may be required for the successful execution of projects.

Work authorization/security clearance requirements U.S. Citizen capable of obtaining Secret Clearance (Mandatory).
