In this role the Human Resources Manager is a true Generalist and is a key resource for the Brownsville, TX plant providing comprehensive HR support for the administration and implementation of a wide range of programs in a multi-shift manufacturing facility. The responsibilities include, but are not limited to employee relations, benefits, recruiting, HRIS, compensation, training, recruiting, employee development and retention, people review and succession planning, and compliance with all applicable laws. In addition, the HR Manager will assist the Sr. HRBP, Plant Manager and the Corp. HR team with the implementation of strategic HR programs. This role administers a wide range of HR programs to achieve HR goals and align with the business strategies for the Brownsville, TX plant.

Compliance Leader for internal controls, EEO/VETS within Commercial Building & Infrastructure. Provide recommendations on processes to meet internal business compliance controls, create and administer auditing protocols. Lead reporting efforts:
- Monthly, bi-monthly reports as well as reports on request
- EEO/VETS-100/AA reports
- Monthly headcount reporting
- Other reporting and analysis, as needed
Act as liaison to provide counsel among the company, employees, program providers and/or government agencies, resolving issues, seeking guidance, providing information, ensuring compliance with regulations to advance overall working relationships, increase productivity, engagement, employee development and employee relations issues. Administers and optimizes various HR programs and processes to support the employee life cycle for assigned businesses.
Leads talent acquisition activities within the site. This position is responsible for ensuring sourcing and recruiting strategies align with business plans including sourcing, screening and interviewing candidates. Facilitates new employee orientations for the site; creates advertisements and works with corporate talent acquisition team and agencies on recruitment efforts. Work closely with internal business partners and lead the annual Workforce Planning process for the plant and develop a cross-training process and matrix. The workforce planning includes succession planning and development for identified as successors. Assists managers with the development of employee IDPs. Applies organizational design methodologies to develop and implement career path plans for key roles within the organization.
Manages the process for hourly/non-exempt/exempt population in employee development through annual/mid-year Performance Reviews. Assists in the coordination/administration/recommendations of the annual merit and incentive processes in coordination with department and HR leadership. Monitors Performance Management program and recommends improvements as necessary. Ensure integrity of job descriptions and aligns position changes are within Compensation guidelines.
Provides consultative support for workforce issues while partnering with managers, supervisors and employees in areas of talent acquisition, employee relations, employee development/retention, counsel related to employee relations and development of teams and staff. Recommending training and development opportunities to address gaps identified by management, supervisors and/or employees.
IS THIS JOB FOR YOU?
- Bachelor’s degree in Human Resources or Business is required
- A minimum of 7 years of experience in a human resources role with at least 4 years in a manufacturing environment preferred
- HRIS experience
- Well-versed in the local and national employment laws
- Ability to prioritize and manage multiple projects and has the capability to train others in new programs, policies and processes.
- Proficient in Microsoft office Suite
- Skills in reporting and analysis across multiple platforms. Advanced Excel skills including vlookup, pivot tables/charts, complex formulas
- Excellent oral and written communication skills
- Ability to multi-task and maintain organization
- Proficient with report-write tools, such as MicroStrategy, Cognos
