Key Responsibilities
Entitlement Oversight: Provide written findings of land use research that inform project work plans and strategies. Develop and execute entitlement strategies that align with the company's development objectives and project timelines. Work with internal entitlements lead and external consultants to ensure successful project approvals. Anticipate regulatory changes and proactively adjust entitlement strategies to mitigate risks. Manage and oversee entitlement activities, including zoning changes, land use approvals, environmental impact assessments, and permitting processes. Maintain responsibility for the entitlement schedule, ensuring milestones are met to support broader project timelines. Oversee preparation and submission of all required presentations, applications, reports, and documents to regulatory bodies. Stakeholder and Government Relations:
Serve as the primary liaison with local, state, and federal regulatory agencies, elected officials, and community organizations. Represent the company in public hearings, community meetings, and planning commission sessions to advocate for project approval. Build and maintain relationships with government officials, consultants, and other key stakeholders to support current and future projects. Cross-Functional Collaboration:
Partner with development, construction, legal, and finance teams to align entitlement strategies with project and financial goals. Provide regular updates to leadership on entitlement progress, risks, and mitigation plans. Work closely with land acquisition teams to evaluate entitlement feasibility during due diligence processes. Process Improvement and Innovation:
Develop and implement best practices to streamline entitlement workflows and improve efficiency. Stay informed of changes in zoning laws, environmental regulations, and other policies that could impact the development process. Leverage technology and data to improve tracking, reporting, and decision-making in the entitlement process. Team Management and Development:
Lead and mentor a team of entitlement professionals, fostering a culture of collaboration and excellence. Identify opportunities for professional development and provide training to enhance team performance. Manage relationships with third-party consultants, ensuring high-quality and timely deliverables. Skills, Knowledge, and Expertise
Education:
Bachelor's degree in Urban Planning, Real Estate Development, Legal, Business Administration, or a related field (Master's degree preferred). Experience:
5+ years of experience in land use planning, entitlement management, or real estate development, with at least 3 years in a leadership role. Proven success in navigating complex regulatory environments and securing entitlements for large-scale projects. Skills & Competencies:
In-depth knowledge of land use laws, entitlement processes, permitting processes, and environmental regulations. Exceptional presentation, project management and leadership skills, with the ability to manage multiple projects and priorities effectively. Strong communication and interpersonal skills, with experience presenting at public hearings, neighborhood meetings and engaging with diverse stakeholders. Analytical and strategic thinking abilities, with a focus on problem-solving and risk mitigation. Proficiency in project management software and tools (e.g., Microsoft Project, Smartsheet). Strong research capabilities in connection to land use lands, regulations and procedures. Benefits
