New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview:

The Department of Authorizing and Policy supports over 200 Local Education Agencies (LEAs) in delivering high-quality public school options for Texas students. Within the department, the newly established Division of Virtual/Hybrid Education plays a key role in helping LEAs design, launch, and sustain virtual and hybrid learning models. The division operates through two core functions: one focused on virtual/hybrid campus authorization, performance monitoring, and oversight of programs such as the Optional Flexible School Day Program and online dropout recovery programs; the other dedicated to providing technical assistance, professional development, and grant-based support, including initiatives like the Virtual and Hybrid Program Accelerator.

This job posting includes two positions within the Department of Authorizing and Policy: Director of Virtual/Hybrid Authorization and Director of Virtual/Hybrid Support. The Authorization Director will develop the state's new process for approving full-time virtual/hybrid campuses, including an expedited approval process for existing campuses. The Support Director will build statewide resources and services to guide school systems in implementing high-quality virtual and hybrid models. Both roles will collaborate with the Division Director to implement new legislation (SB 569 - TEC Chapter 30B), oversee the wind-down of the Texas Virtual Schools Network (TEC 30A), and serve as subject matter experts representing the agency in meetings, trainings, and conferences. Each director will lead a dedicated team of three staff members, fostering a detailed and support-oriented approach to their work. The roles report directly to the Division Director of Virtual/Hybrid Education and operate with minimal supervision, exercising extensive latitude for initiative and independent judgment.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions

1. Virtual/Hybrid Authorization:

Execute a rigorous yet supportive authorization process to ensure that high-quality applicants gain approval to launch virtual/hybrid campuses in Texas. Design the campus authorization process which aligns with the goals and design principles of the Virtual and Hybrid Program Accelerator (VHPA) to promote consistency and coherence across program approval and implementation. Implement a comprehensive Optional Flexible School Day Program (OFSDP) application process to ensure that LEAs can provide flexible scheduling options to students in Texas.

2. Virtual/Hybrid Portfolio Management:

Evaluate, analyze, and track performance data of virtual/hybrid campuses to determine authorization status and implement revocation procedures if necessary. Evaluate, analyze, and track performance data of virtual/hybrid third-party providers and implement revocation procedures if necessary.

3. Professional Development Initiatives:

Oversee the creation and execution of professional development initiatives and resources for virtual and hybrid educators across the state, providing support for proficiency in virtual and hybrid instructional design, delivery, and continuous improvement.

4. Technical Assistance, Resource Development, and LEA Support:

Manage technical assistance efforts and grant initiatives, such as the Virtual and Hybrid Program Accelerator (VHPA), to help LEAs implement research-based practices and launch high-quality virtual and hybrid campuses. Provide consultative support to ensure compliance, promote innovation, and foster positive student outcomes. Develop and disseminate guidance documents, webinars, and implementation tools to support LEAs in designing and operating virtual and hybrid programs.

5. Team Management and Supervision:

Build and manage a high-quality detail-oriented team that embraces innovation, best practices, and continuous improvement.

Qualifications:

Minimum Qualifications

• Education:

Graduation from an accredited four-year college or university.

• Experience:

At least five (5) years of experience in virtual or hybrid education, school leadership, school design or incubation, or education policy development. At least two (2) years of experience in managing projects, including the development and/or implementation of project management systems. Experience in at least one of the following areas: facilitating high-quality professional development sessions for Local Education Agency (LEA) leadership and/or campus-level staff, or coaching LEA leadership and/or campus-level staff to enhance instructional practices and leadership effectiveness required.

• Substitutions:

An advanced degree may substitute for two years of required experience.

Other Qualifications

• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military

• Knowledge of Texas school law and policy (preferred)

• Previous experience teaching or leading a virtual/hybrid program (preferred)

• Previous experience providing consultative support to school and district leaders (preferred)

• Excellent professional written and communication skills with experience creating and proofing professional written work (preferred)

• Experience managing budgets and grants

• An exemplary track record providing administrative/technical assistance with the ability to work well under pressure

• Strong prioritization, time management and organizational skills with capability to manage multiple projects at once and meet deadlines

• Meticulous attention to detail

• Ability to analyze and solve work-related problems

• A strong customer-service mindset with the ability to work both independently and collaboratively to achieve division and agency goals

• A desire to self-reflect, give/receive feedback and continuously improve

• Ability to engage in a collaborative, results-oriented team environment
