Primary Purpose

The REACH Specialist, Data Analytics, and Visualizations supports the development and implementation of data systems and technical tools to improve identification, enrollment, service delivery, and academic outcomes for students experiencing homelessness. This role plays a critical part in ensuring programmatic compliance with TEHCY grant requirements and facilitates collaboration across the ESC Region 11 McKinney-Vento team and the ESC Technology Department.

Qualifications

Education/Certification • Bachelor's degree in education, computer science, data analytics, or a related field (required) • Master's degree (preferred) • Minimum of three years of experience in education data management, systems analysis, or program evaluation at the district/ESC level (required) • Experience working with federal or state education grants (preferred) • Prior experience supporting homeless education programs or vulnerable student populations (preferred)

Special Knowledge/Skills • Strong proficiency in Microsoft Excel, data visualization, and analytics tools • Ability to design, develop, and implement user-friendly data tracking and reporting systems • Experience with TEA data systems and coding (e.g., PEIMS, identification codes) • Ability to interpret and apply federal and state policy to data systems • Strong interpersonal and communication skills to work collaboratively across departments • High level of organization, attention to detail, and project management

Essential Duties and Responsibilities • Design and maintain data visualizations and tools to support identification, enrollment tracking, and service coordination for McKinney-Vento students • Analyze data trends across ESC 11 LEAs to identify gaps in identification, zero-data campuses, and opportunities for technical assistance • Develop technical solutions that allow LEAs to monitor student outcomes (attendance, graduation, academic progress) in alignment with TEHCY performance measures • Maintain documentation for all technical tools and systems for user accessibility and scalability • Collaborate with McKinney-Vento program specialists, ESC IT staff, and LEA personnel to ensure interoperability and user adoption of systems • Provide ongoing training and support to ESC and district staff on the use of technical tools and data dashboards • Assist in compiling data for grant reporting, TEA performance metrics, and annual program reviews • Participate in site visits or virtual check-ins with LEAs to assess technical tool utilization and recommend adjustments • Support the ESC and participating LEAs in meeting TEHCY grant requirements, including data-informed planning, needs assessments, and program evaluation • Provide input and support for the TEHCY self-assessment and performance monitoring process • Develop reports, visualizations, and presentations to communicate program impact to internal and external stakeholders • Stay current on changes in TEA data reporting requirements, TEHCY performance measures, and grant updates • Attend relevant TEHCY and TEA professional development, conferences, and training • Support other ESC-wide initiatives that impact students experiencing homelessness • Develop and track key performance indicators (KPIs) for TEHCY initiatives, including quantitative and qualitative metrics to assess short- and long-term impact. • Lead and participate in regular program performance reviews, using disaggregated data to assess trends and identify equity gaps in service delivery. • Offer feedback and strategic consultation to ESC and LEA teams to promote a culture of data use, accountability, and continuous improvement. • Perform other duties as assigned in alignment with ESC and grant priorities.

Computers, projection devices, control panels in meeting rooms, printers, productivity software, software specific to the job assignment, network resources, internet resources, and other hardware and software necessary to perform the functions of the job effectively and efficiently.

Mental:

Public relations and people skills are always required, work with frequent interruptions, and maintain professional composure and confidentiality under stress.

Physical:

Frequent region and state-wide travel. Occasional prolonged and irregular hours, ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer.

Environmental:

Open cubicles/workstations.

Evaluation

Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is

contingent upon performance, need, and funding.
