The Assistant Vice President, Student Accounts is responsible for developing and implementing financial systems and procedures that support the finance and accounting operations of the College. Examples of Duties

The position collaborates with the College Controller in planning, organizing, and directing fiscal and accounting functions of the College; provides leadership to enhance and implement current systems in order to comply with best practices and GAAP standards; acts as the College Controller in his/her absence or as delegated; supervises the daily operations of the finance and accounting functional areas, specifically student accounts, and general office administration, insuring the department and College goals and objectives are communicated and attained; provides timely and accurate filing of federal tax returns as relates to students (1098-T, 1042-S, and 8233) responsible for the integration, and maintenance of on-line payment, international student records, and parking systems; serves as back-up for supervision management and operations of all offices within the Finance Office focusing on students; coordinates the collection efforts for both student and non-student receivables; performs weekly accounts receivable reconciliation, transfers and journal entries; and stays abreast of higher education issues of importance to the State University System, accounting standards (GAAP, GASB, and SAS) of importance to the College's financial operations. This position is identified as "Essential" during all emergencies and may be required to work additional hours before and after emergency situations occur. The Assistant Vice President, Student Accounts initiates, recommends, and implements policies and procedures on accounting matters to the College's Associate VP Finance/Controller and the Vice President for Finance & Administration insuring that those policies support the mission, goals, and objectives for the department and College and our consistent with federal, and State laws, rules and regulations and generally accepted accounting practices. Interprets, executes and communicates Federal and State laws, Department of Education, Board of Governors, GASB, GAAP, SAS and College rules, policies, and procedures governing the fiscal operation of the College to members of the College. Sound internal controls are in effect and pertinent accounting records are maintained; provides administrative support to Finance & Administration; addresses student A/R issues, including resolving conflict in cases of student billing and discrepancies and coordinates collection of past due student accounts with collection agencies; ensures accuracy and processing of student financial refunds; files the annual 1098-T and 1042-S; trains College and department personnel on the Finance module of the ERP and on-line payment systems ; sets-up and develops College e-markets and ERP detail codes in conjunction with the Associate VP Finance/Controller and the requesting department. This position is responsible for the direct supervision of the Bursar and Assistant Bursar positions. The duties of this position are professional in nature and require a willingness to continually search for new ideas and the most efficient ways to accomplish the goals of the College. The person in this position develops and maintains cooperative relationships with other College departments, recognizing the College's overall mission and goals. He/she also develops and maintains cooperative relations with other State agencies, recognizing that he/she represents New College of Florida.

This position requires contact with College vice presidents, deans, directors, and department heads; State offices and Federal agencies; and personnel from private enterprises. This position also serves on College-wide and system-wide (ICOFA) committees on matters regarding Finance & Administration functions. Serves as a liaison with local and State auditors. Knowledge of accounts receivable and collection principles and its applications. Knowledge of the Fair Debt Collection Practices Act and the Florida Statute 1009.95. Knowledge of Title IV Federal student financial aid. Knowledge of Family Educational Rights and Privacy (FERPA) . Knowledge of effective supervisory and management principles. Skill in the use of a personal computer and multiple software applications. Skill in assessing situations and problem solving. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relations with others. Ability to prepare and analyze financial statements and reports. Ability to analyze and interpret accounting data. Ability to research, understand and apply applicable rules, regulations, policies and procedures relating to an accounting program. Ability to work independently. Ability to plan, organize, and coordinate work assignments. Ability to exercise good judgment. Ability to work with a wide variety of people from varied backgrounds. Ability to work through conceptual to actual functioning of a computer program via set up of multi-layer tables and products. This position supervises one Accounting Coordinator - accounts payable. Minimum Qualifications

Master's degree in an appropriate area of specialization and four years of appropriate experience; or a Bachelor's degree in an appropriate area of specialization and six years of appropriate experience. Preferred Qualifications

Experience in Florida's Higher Education System and Ellucian Banner Finance software or other major ERP system, and Transact or other online payment gateway provider.
