General Description
Performs intermediate skilled technical work managing the review process of new developments, preparing recommendations related to planning, development, and zoning issues, reviewing site plans and issuing permits, conducting research, interpreting zoning and related codes, maintaining records and files, preparing reports and maps, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Planning & Development. Continuous supervision is exercised over assigned personnel. Essential Functions
Manages review process of all new developments, change in uses, signs, sidewalks, sidewalk cafe, building additions, etc.; works with other City and State departments; coordinates urban design projects. Analyzes, investigates, and makes recommendations on current planning, community development, zoning problems; Reviews site plans and permits for consistency with Unified Development Ordinance; issues proper permits. Develops maps for Planning and Development department as well as supporting departments. Compiles data related to development standards and practices in other cities. Drafts new ordinances for implementing City plans. Assists in research for long range planning projects. Prepares reports and correspondence pertaining to each phase of the work that is assigned; Prepares and presents material to citizen review committees. Files applications utilizing a specialized database. Receives and responds to questions regarding land use, planning, and zoning issues, programs, and services. Serves as liaison and provides administrative and technical assistance to various boards and commissions such as Keep Shelby Beautiful Board, Planning and Zoning Board, and Zoning Board of Adjustment.
Typical Qualifications
Bachelor's degree with coursework in urban planning, or related field and moderate experience in city, regional, or urban planning or similar regulatory field, or equivalent combination of education and experience. Valid driver's license in the State of North Carolina.
Thorough knowledge of the principles and practices of City planning as they pertain to the design and development of urban and regional areas, and zoning and community development activities; thorough knowledge of the various ordinances, codes, and regulations pertaining to planning and zoning, and urban renewal; thorough knowledge of the techniques required in the preparation of maps, charts, sketches, and complex graphics; general knowledge of the principles of research and information sources and uses of socio-economic information; general knowledge of research methodology and of standard statistical procedures; ability to plan, organize, and carry out moderately complex research projects effectively; ability to select proper research methodology and to apply it to planning, zoning, and renewal problems; ability to present results of research effectively in oral, written, and graphic forms; ability to establish and maintain effective working relationships with associates, State officials, architects, engineers, developers, contractors, representatives of other agencies, and the general public.
