General Definition of Work
General Definition of Work Performs professional work facilitating land development and growth policies; assessing current development projects; developing and maintaining regulatory ordinances; interpreting and administering development compliance with current zoning codes, subdivision ordinances, flood codes and related regulations; providing information to the public; preparing various planning maps, files, and records; and related work as apparent or assigned. Work is performed under the moderate supervision of the Senior Planner. Assist with other duties as needed or assigned.

Essential Functions Reviews proposed development plans, subdivision plats and master plans for conformity to County regulations. Researches, analyzes, and implements current planning regulations and codes. Point of contact to assist the public with applications and inquiries concerning development plans, zoning and flood codes and other related matters. Compiles technical data, writes reports, makes maps, and provides support to various County boards; makes related presentations occasionally in meetings occurring after normal business hours. Must be proficient in producing, interpreting, and analyzing project maps and data utilizing geographic information systems software. Drafts and submits public advertising notices in conformance with state statutes. Corresponds and coordinates with staff and representatives on projects for the various County boards. Assists permitting, code enforcement and inspections with project and general planning related questions. Monitors project progress with on-site field inspections. Utilizes existing tracking systems for development records including special use permits, variances, and subdivisions. Serves as Local Permit Officer for the Division of Coastal Management. Represents the County and emergency management as a member of the County's Disaster Assessment Team. Other duties as assigned.
Knowledge, Skills, Abilities, Education & Experience
General knowledge of the principles and practices of planning; general knowledge of economics, sociology and municipal finance as applied to planning; general knowledge of current literature and recent developments in the field of planning; ability to analyze and systematically compile technical and statistical information and to prepare technical reports; ability to prepare and present technical information clearly and in an interesting manner to lay groups and the public; ability to establish and maintain effective working relationships with associates, developers, engineers, surveyors, elected officials and the general public.
Bachelor's degree with coursework in planning, geography, environmental science, or related field and experience in planning including the use of geographic information systems, or equivalent combination of education and experience.
Valid driver's license in the State of North Carolina.
This position is a safety sensitive position and subject to random substance abuse testing in accordance with the Pender County Personnel Policy and Risk Policy. Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing and walking and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
