School District Treasurer - Akron Central School District

Civil Service Classification: Management Confidential Civil Service Exempt

POSITION:

1.0 FTE -Twelve Month School District Treasurer

PREFERRED QUALIFICATIONS: • At least 2 years' experience working in a New York State Public School District Business Office AND • Possession of a Bachelor's degree in accounting; OR • Licensed as a Certified Public Accountant in New York State; OR • Possession of an Associate's degree in accounting; OR • Possession of a high school diploma or equivalent AND two years of accounting or bookkeeping experience for a school/government entity; OR • Any combination of training and experience equal to or greater than that specified above and that is acceptable to the school district. • Demonstrated experience and proficiency working with Government Accounting Standards; general knowledge of applicable New York Education Law.

DISTINGUISHING FEATURES OF THE CLASS: School District Treasurer is a Board of Education appointment, and an exempt civil service appointment. The incumbent will work under the direct supervision of the School Business Administrator and in collaboration with all members of the Business Office team, and allows for the exercise of independent judgment and executing assignments. The School District Treasurer position is considered "Managerial/Confidential" and, as such, may assist the School Business Administrator and/or Superintendent in preparing financial calculations and projections related to Collective Bargaining.

TYPICAL WORK ACTIVITIES AND RESPONSIBILITIES: • Assist with administering an efficient, transparent and service-oriented business office • Oversees the payroll function in collaboration with other Business Office team members. This oversight includes weekly, bi-weekly, monthly and annual record keeping and reporting; • Prepare and calculate complex payroll and benefit calculations and transactions, input them into the financial system; • Prepare regular periodic financial reports for the Board of Education, and answer any related questions or elaborate as necessary; • Compiles and completes periodic retirement system reports (NYSLRS, NYSTRS); • Handles all payroll, retirement and financial aspects of onboarding new employees; • Handles all payroll, retirement and financial aspects of offboarding exiting employees; • May prepare and/or assist in the preparation of annual payroll/tax documentation (i.e. W2's, 1095, 1099, ACA) • Reviews a variety of more complex financial documents, classifies them and distributes items into a variety of accounts according to prescribed procedures and policies; • May assist and collaborate in the preparation of figures and reports for use in budget preparation and/or collective bargaining; • May supervise other employees in the Business Office; • Serves as a liaison to the District Tax Collector and works in conjunction with the School Business Administrator and other Business Office team members to calculate annual school tax spread and prepares associated documentation. • Responsible for working with School Business Administrator, other team members, bond council and financial advisors on all issuance of debt and related reporting. Develops, maintains and adjusts debt schedule in collaboration with the School Business Administrator and other team members. • Works in conjunction with the School Business Administrator to develop, maintain and implement a long-term fiscal plan that supports the District Strategic Plan. • Works from a rough draft or from data which is personally developed to prepare accounting and financial statements, payrolls, statistical tabulations and data, form letters, memoranda, vouchers, reports, requisitions, and other material using a laptop or personal computer; • May be required to edit and update web pages. • May perform or assist in performing other general business office functions using financial software such as purchasing, benefits, fixed asset maintenance and/or extra-class accounting maintenance, etc. • Other duties as assigned by the School Business Administrator or Superintendent.

KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: • Good knowledge of modern methods used in Public Accounting, keeping and checking financial records and accounts; • Demonstrated ability to work productively and proficiently in appropriate software applications and financial software. A strong working knowledge of Microsoft Office, Google Applications. • Ability to proficiently make difficult arithmetic computations involving fractions, decimals, averages, and percentages; • Demonstrated understanding of basic governmental accounting principles, school and/or municipal budgeting and budget coding; • Ability to independently plan and carry out accounting work; • Ability to organize and maintain accurate records and files; • Ability to analyze and organize data and prepare records and reports; • Ability to understand and interpret complicated instructions and/or directions; • Ability to develop effective working relationships and provide superior customer service to all faculty, staff, students and members of the community; • Ability to work with and handle confidential employee and organizational information; • Ability to multitask and pivot as needed; • Willingness and ability to perform occasional work outside of regular school hours, including training; • Willingness to grow professionally by seeking and regularly participating in relevant professional development; • Unquestioned integrity and good judgment are required; • A vested interest in the Akron-Newstead community.
