General Description of Duties NOTE TO INTERNAL APPLICANTS:
INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAYGRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED. Under general supervision, the purpose of the job is to perform manual work in the assembly, installation and repair of road, highway, traffic and information signs and markings. This position also operates aerial lift equipment and diagnostic tools to perform light duties pertaining to traffic signal, or electronic traffic control device maintenance, repairs, and installation. Employees in this classification function in a lead capacity to instruct entry level employees in the safe and proper operation of trade tools, diagnostic equipment, and light equipment in the transportation and placement of signage, traffic signal components, and road marking. Purpose of the work is to facilitate safe, orderly and regulatory compliant traffic operations on the County's roads and highways infrastructure.

Instructs crew personnel in all phases of roadway striping, pavement marking activities, and proper sign placement. Performs and instructs personnel in the installation and maintenance of various traffic signal equipment. Leads layout of pavement markings of new road construction, striping of school, railroad crossings, stop bars, crosswalks, and other pavement markings. Leads and installs traffic control signs in accordance with the manual on Uniform Traffic Control Devices. Operates long line striping and thermoplastic machines; operates a fork truck to transport signage materials; operates the pickup truck to transport finished signage to location; ensures safe and proper operation of tools, vehicles and equipment; adheres to prescribed safety standards and regulatory requirements. Operates a variety of hand held equipment and machinery in the installation of signage, e.g., power saw, sander, sockets, drill, pole saw, chainsaw, ratchet. Maintains equipment used in the installation and placement of signage and road striping; performs preventive maintenance on all signage tools and equipment; cleans and maintains tools, machinery and equipment. Ensures adherence to State and Federal guidelines of traffic control signs, and maintains all standards established by the Division. Ensures the safe and proper operation of trades tools and power equipment; adheres to prescribed safety standards and regulatory requirements; ensures all work produced adheres to prescribed standards of the Uniform Traffic Control Device Manual (MUTCD). Generates and submits reports on work performed by the crew, such as daily work sheets and sign inventory. Participates in traffic volume and other data collection surveys in the field as necessary. Performs duties as assigned/necessary which are related, or logical in assignment to the position. Performs on call duties for emergencies 24 hours per day as scheduled. Minimum Qualifications Education:
High school diploma or GED.
Experience:
One (1) year of experience in roadway striping and markings, and/or traffic sign production and placement; and/or traffic signal maintenance; or an equivalent combination of education, certification, training and/or experience.
Required Licensure/Certification :

Considerable knowledge of the safe and proper use and care of manual, electrical, gas and hydraulic powered tools and equipment used in the assigned functional area. Considerable knowledge of the proper placement of barricades and signage for road and lane closures needed for the protection of vehicular and pedestrian traffic. Knowledge of materials (such as reflective sheeting and aluminum sheet stock), computerized sigh equipment, tools, and processes used to produce traffic control signs. Skill in the use of materials, equipment, and tools utilized to produce signs (i.e. printer, plotter, lamination, squeeze, roller, and cutting devices.) Skill in the operation of various manual, gas and hydraulic powered trade tools and light equipment. Ability to read and interpret various documents such as safety rules, operation and maintenance instructions, procedure manuals, and related documentation. Ability to understand and follow verbal and written instructions. Ability to read and interpret blueprints and a variety of instructions in written, oral, diagram or schedule form. Ability to read and interpret electrical schematics for traffic signal control cabinets and electronic traffic control devices. Ability to establish and maintain effective working relationships and communications with other employees and the public. Ability to work independently to carry out assignments to completion. Ability to perform duties with a professional and cooperative work ethic.
