Koniag Data Solutions (KDS), a Koniag Government Services company, is seeking a highly qualified Senior Technical Lead to oversee our Identity, Credential, and Access Management (ICAM) for a government customer.
This position is for a Future New Business Opportunity.

The ideal candidate will provide leadership for systems engineering activities, manage risk assessments, and ensure their ICAM infrastructure meets the highest standards of stability, integrity, and efficiency. This position requires deep expertise in AWS GovCloud environments and IBM/Oracle identity management solutions. The successful candidate will serve as a technical authority on ICAM technologies while managing multiple concurrent tasks with strict deadlines. This role is critical to maintaining and optimizing our organization's information systems infrastructure in alignment with business-critical operations.
Our government customer hopes to transition from an existing ICAM solution built on Oracle, IBM and Cloud Base technology for one built in AWS GovCloud.
The Senior Technical Lead for ICAM will be responsible for overseeing engineering activities supporting the organization's information systems as they are developed, modified, and maintained operationally.
Principal responsibilities include
:
Plan, design, develop, evaluate, test, and integrate the organization's ICAM systems infrastructure, including hardware and software implementation and design
Lead the systems engineering team in ICAM-related activities, ensuring all systems meet stability, integrity, and operational requirements according to approved specifications
Develop and execute risk assessments and mitigation strategies for ICAM systems
Plan cost, schedule, and execution plans for ICAM projects, developing and reviewing technical performance metrics
Support the development of acquisition documentation, milestone reviews, and key operational/test events
Verify and ensure systems are properly maintained and optimized for peak performance
Provide technical oversight for networked software and associated operating systems
Manage integration with ID verification third-party services (Transunion, Experian, Equifax, LexisNexis)
Work within agile development environments to understand how enhancements, defects, or other requests impact application architecture
Lead technical discussions with stakeholders and translate complex technical concepts into understandable terms
Maintain and apply expert knowledge of recent technological advances in computer science and engineering to ICAM solutions
Education and Experience
:
Twelve (12)+ years of experience supporting Identity Credential and Access Management technologies
Seven (7)+ years of experience supporting IBM Products, Oracle Products, and Cloud Base Products
Seven (7)+ years of experience working and integrating with ID Verification third-party servicers (Transunion, Experian, Equifax, LexisNexis)
Demonstrated experience with the planning, management, leadership, and coordination of multiple concurrent tasks with strict deadlines for large-scale highly available systems
Required Skills and Competencies
:
AWS Solution Architect certification
Training and certification in ICAM products, particularly IBM identity management solutions
Demonstrated understanding of the software development/enhancement/maintenance lifecycle
Ability to perform complex technical tasks and solve challenging technical problems
Strong technical understanding of Information Technology systems and services
Strong technical understanding of Identity and Access Management technologies
Strong technical understanding of AWS GovCloud systems and services
Experience with agile development/scrum methodologies
Expert knowledge of recent technological advances in computer science and engineering
Excellent written and verbal communication skills
Ability to obtain and maintain a Non-Sensitive / High Risk (Public Trust) security clearance (Tier 4/6c)
Desired Skills and Competencies
:
Experience with FedRAMP compliance requirements
Experience working in government or highly regulated environments
Knowledge of zero trust architectures and implementation strategies
Experience with single sign-on (SSO) solutions and federated identity management
Experience with multi-factor authentication technologies
Knowledge of security frameworks (NIST, ISO, etc.)
Experience with containerization and microservices architectures
Cloud security expertise beyond AWS (Azure, GCP)
