Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of a Manager Information Technology Services 1, SG27, within the Dedicated Support team, Office of Children and Family Services Portfolio, the resource will work under an ITS manager within the Financial and Administration team supporting host agency applications. OCFS dedicate team design, development, and support .NET web applications. The position will conform to policy and technical standards set by ITS management and require a unique blend of skills and experience. Specific duties include but are not limited to:* Architect, analysis, design, develop and implement large complex (multi-tiered) .NET web application using ASP .NET, VB .NET, C#.NET, MVC, Oracle (PL/SQL), XML, Windows Communication Foundation (WCF), Web Services and JavaScript.* Perform development for several applications that are directly related to the services provided to the children and families of New York State.* Lead project team members and participate in transitioning existing legacy applications to modern technologies.* Identify & document business processes, functional workflows and procedures. Analyze the user requirements and develop them into business rule. Conducted Joint Application Development (JAD) sessions with stakeholders throughout SDLC.* Interact with technical teams for problem investigation and resolution. Assists subordinate staff in technical problem resolution as necessary* Create technical documents consisting of use cases, screen mockups, sequence diagrams, class diagrams, E-R Diagrams, process flow diagrams etc using Microsoft Tools. * Perform code migrations, troubleshooting issues and upgrading software/hardware as needed.* Perform full range of supervisory duties

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.
