Job Summary This onsite position will administer from cradle to grave contract performance on government and commercial contracts. Conduct the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures.

Job Responsibilities

Administer and monitor contract performance on major government contracts

Conduct the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures

Review contract solicitation terms, handle contract award confirmations, interpret agreement terms and conditions and identify potential issues, review agreement amendments/modifications, and incorporate changes

Review contractual documents to ensure adherence to company policy, government specifications and requirements, identify risks and areas of concern on contract terms and conditions and provide contractual advice, guidance and support to the Contract Lead/Program and Operations Managers

Respond to inquiries regarding contract obligations and revisions

Provide fulfillment of contract deliverables, billings, and cash collections

Conduct proposal preparation for customer requirements

Work with the cross functional team on conducting compliance reviews and analysis on proposals and awarded contracts

Negotiate terms and conditions

Monitor contract performance and cost controls with Finance team to ensure compliance with contract terms

Prepare Non-Disclosure Agreements and international consultant/sales representative agreements and other contractual agreements

Manage and maintain Contract Lifecycle Management Tool and maintain contracts file retention

Participate in management review of proposals/contracts and in the conduct of program reviews

Assist in the preparation of documents for trade compliance

Support, communicate, reinforce, and defend DRS’ mission, values, and culture

Maintain effective internal and external customer relations

Perform special projects as requested

Qualifications

Bachelor’s degree in related discipline with a minimum of 8 years related experience

Expert knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)

Advanced understanding of complex contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements

Expert knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use

Expert knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines

Expert knowledge of source selection/evaluation process including cost and price analysis

Advanced knowledge of requirements for and experienced in administration of government property

Advanced knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention

Advanced knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, POs teaming and other forms of agreements

Excellent verbal and written communication skills

Contract/agreement briefing, negotiation and review experience

Experience in monitoring contracts/subcontracts of increasing complexity and value

Membership in National Contract Management Association (NCMA) and CPCM certification desired

Ability to obtain and maintain DoD Security Clearance

The expected pay scale for this position is $114,727/year - $154,846/year. Should the level, location, or scope of the position change during the hiring process, the pay scale may be modified accordingly.
