Overview
Group Program Manager - Office of Emergency Services at County of San Diego. The County is hiring two management opportunities: Group Program Manager – Planning & Recovery and Group Program Manager – Engagement & Outreach. These unclassified management positions are responsible for managing department activities related to disaster planning, mitigation, recovery, and community engagement and preparedness outreach. The positions will formulate, recommend, and administer policy and procedures, as well as lead and mentor staff.

Group Program Manager – Planning & Recovery The Group Program Manager – Planning & Recovery will be responsible for significant, specialized emergency management projects related to regional disaster planning and recovery, including serving as a team lead and/or project coordinator and supervising, managing, and organizing multiple programs and resources. Additional responsibilities include:
Is the lead planner and coordinator of the County’s emergency planning and recovery programs.
Possess advanced knowledge of emergency management principles, including emergency planning, response and recovery strategies and practices; service delivery coordination and evaluation; training and development of emergency services personnel; and strong leadership and supervisory skills.
Plan, organize, develop, and maintain emergency operations, continuity, and recovery plans.
Gather, analyze, and interpret emergency data and prepare recommendations for executive management.
Analyze and resolve difficult and complex emergency management issues and problems and provide comprehensive recommendations and decisions.
Organize and lead disaster recovery operations and lead regional recovery planning efforts to include coordination, planning, design, and execution of disaster recovery trainings and exercises.
Research, apply for, and manage grants and ensure compliance with federal and state funding requirements.
Utilize emergency management technologies/platforms to support planning, coordination, and recovery activities.
Facilitate interagency coordination with various internal and external partners, including local governmental agencies and community-based organizations.
Monitor and evaluate local, state, and federal legislation and integrate relevant changes into planning and operational procedures.
Manage after-action reviews and implement improvement plans following incidents, exercises, and drills.
Serve in a leadership role within the Emergency Operations Center during activations.
Supervise subordinate staff in the Planning and Recovery unit.
Provide oversight and direction to Staff Duty Officers responsible for coordinating and monitoring the County’s response to any large-scale emergency or disaster that impacts the San Diego County Operational Area.
Group Program Manager – Engagement & Outreach The Group Program Manager – Engagement & Outreach will be responsible for significant, specialized emergency management projects related to community outreach and engagement, including serving as a team lead and/or project coordinator and supervising, managing, and organizing multiple programs and resources. Additional responsibilities include:
Guide the vision, development, and delivery of preparedness education and outreach programs.
Possess advanced knowledge of public engagement principles and community preparedness practices, including engagement and outreach strategies, service delivery coordination and evaluation, training and development of preparedness and outreach personnel, and strong leadership and supervisory skills.
Oversee the development of content for local educational campaigns, community-led initiatives, workshops, and trainings for residents, businesses, and partner agencies.
Design and distribute engaging and comprehensive preparedness educational materials, presentations, and resources tailored to diverse audiences.
Build and maintain collaborative relationships with a wide variety of stakeholders, including community- and faith-based organizations, schools, businesses, and local government agencies to foster effective partnerships and enhance community involvement.
Facilitate workshops, trainings, listening sessions, and other public engagement opportunities.
Track, analyze, evaluate, interpret, and report on outreach and engagement metrics and program effectiveness and prepare recommendations for executive management.

Note: A master’s or doctoral degree from an accredited U.S. college or university, or a certified foreign studies equivalency, may substitute for up to one (1) year of the required experience.
