Job Description ***Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius). Qualified candidates must be available to work directly for Rose International on a W2 basis. Not a corp-to-corp opportunity.***

Minimum Requirements: • 4+ years mentoring and providing consultation to SSA staff. • 4+ years analyzing and interpreting technical information including regulations, policy, and system documentation. • 4+ years translating user/business needs into technical documentation and instructions. • 4+ years planning and coordinating individual and group work activities. • 4+ years detecting and diagnosing application problems. • 4+ years creating technical designs for problem solutions. • 4+ years working professionally with a broad range of stakeholders. • 4+ years preparing concise business requirements, technical specifications, and related artifacts.

Preferred Experience: • Experience with eligibility systems such as TIERS, SSP, EST. • Familiarity with industry-standard business process mapping and reengineering methodologies. • Strong understanding of HHSC assistance program policies and procedures. • Experience in quality assurance, performance monitoring, and audit response. • Excellent communication and presentation skills, including reporting to executive management. • Proficiency in root cause analysis and corrective action planning.

Summary: The Senior Business Systems Analyst plays a critical role in aligning technology solutions with business strategies within the Business Automation and Social Services Applications (SSA) division. This position is responsible for analyzing complex business processes, interpreting policy impacts on automated systems, and developing detailed business and technical documentation. The analyst will collaborate with internal and external stakeholders to ensure system functionality supports HHSC assistance programs effectively.

Responsibilities: • Review, analyze, and evaluate business systems and user needs to formulate solutions aligned with business strategies. • Conduct business process reengineering and identify new technology applications to improve operational effectiveness. • Prepare solution options, risk assessments, and financial analyses (e.g., cost/benefit, ROI, buy/build). • Write detailed descriptions of user needs, program functions, and development/modification steps for computer programs. • Analyze HHSC program policies and procedures to assess their impact on SSA systems (TIERS, SSP, EST, etc.). • Define system-related business requirements in collaboration with HHSC business areas and external customers. • Develop and implement business rules, requirements, and technical specifications for eligibility programs. • Maintain quality assurance processes, standards, and best practices. • Monitor internal operations and vendor performance; report deficiencies to management. • Lead continuous process improvement initiatives using performance data and root cause analysis. • Provide peer reviews of business requirements and coordinate technical writing/editing reviews. • Review complex project deliverables (e.g., charters, design docs, test plans, risk assessments). • Respond to internal and external audit requests with documentation and expertise. • Provide production support and technical assistance to SSA system users.
