The Office of the Inspector General's Human Resources Unit has one opening for an Associate Governmental Program Analyst (AGPA) to lead the Workforce Planning and Succession efforts for the OIG. This position will be independently responsible to lead the following areas: Lead the development and ongoing maintenace of workforce and succession plans across OIG, including the OIG Strategic Plan. Responsible for submitting the annual workforce analysis report to CalHR. Identify areas of significant underutilizations within OIG's workforce and determine if the cause is due to non-job-related barriers. Develop and implement an action plan to increase the representation of people with disabilities and set annual hiring goals. This position is located at 10111 Old Placerville Road, Suite 110 Sacramento, CA 95827, near Rancho Cordova off highway 50 with FREE PARKING !
Under the general direction of the Transactions Team Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) serves as lead analyst for the Office of the Inspector General (OIG) workforce and succession management plan initiatives for the various programs we serve at OIG. The AGPA plays an essential role in the tracking, development, and retention of a skilled and diverse workforce to ensure the agency can deliver its critical missions now and in the future. The incumbent performs complex analytical tasks including developing workforce planning and succession management strategies; researching, identifying, and developing recruitment and retention goals to ensure a diverse workforce, and completing the annual workforce analysis.
This position is eligible for hybrid teleworking under Government Code 14200 for eligible applicants residing in California, with a minimum requirement of reporting to the office two days per week. This hybrid schedule is subject to change as needed and determined by management.
The designated Headquarters (HQ) for this position is in Sacramento County, and the selected candidate will be required to commute to their HQ office location as needed to meet operational needs. All commute expenses to the HQ location will be the responsibility of the selected candidate.

The Office of the Inspector General is excluded from bargaining unit contracts - AGPAs receive compensation in the excluded pay range of Range L, a higher maximum salary than non-excluded AGPAs!
Please Note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced by 3% and will accrue 5 hours of PLP 2025 on the first day of each pay period. PLP 2025 for this classification is expected to be effective through October 2026.
