We are seeking a Project Controls Manager to join our team. This position reports to the TDIP Program Executive and is responsible for contractual, schedule, and financial compliance and reporting for the program.

The TDIP Program covers all capital improvement projects located within the Central Terminal Area (CTA), including renovations and upgrades to existing terminal buildings, wayfinding, CTA landscaping, and other improvements.

We are looking for a candidate who is meticulous, detail-oriented, and committed to perfection and quality of work. The role requires strong expertise in scheduling, risk management, cost forecasting, capital governance, and reporting. Prior experience working for a contractor (general or subcontractor) is a plus, as it helps in understanding and resolving complex accounting matters.

Project and Position Description

The Project Controls Manager works with project-level controls staff and holds primary responsibility for tracking, forecasting, and reporting all assigned project costs and schedules at the Program level. This role ensures projects comply with governance requirements, contract terms, and all LAWA and TDIP procedures.

Responsibilities include leading cost and schedule forecasting, conducting risk analysis sessions with LAWA, design, and contractor teams, and creating/auditing contract compliance procedures for all applicable LAWA processes.

Key Job Duties

Governance Process

  • Maintain Steering/Board of Airport Commissioner (BOAC) schedule spreadsheet.
  • Notify Project Managers (PMs) of lead-up dates for Steering/BOAC items.
  • Draft Capital Improvement Plan (CIP) forms (Needs Assessments, Project Charters, Project Change Forms), upload to SharePoint, request review, update as deals evolve, verify accuracy upon finalization.
  • Draft Board Reports, upload to ADG SharePoint, request review, then upload to BOAC SharePoint; update continuously and verify accuracy when finalized.
  • Follow up with PMs to ensure Steering decks are uploaded before distribution for Working Team and Steering Committee meetings.

TDIP Executive Support

  • Coordinate and manage financial/contractual audits and provide documentation.
  • Monitor compliance with required processes; ensure PMIS (currently PMWeb) records are accurate and up to date.
  • Develop and maintain information required for internal TDIP Steering Committee and BOAC reports.
  • Ensure cost breakout sheets are updated and accurate.
  • Maintain project list with all relevant project information.
  • Generate TDIP monthly report (cost, schedule, risk), including staffing plan updates, Prolog review, CJl3 review, schedule review, and risk register review.
  • Host ~13 monthly reporting meetings with Project Managers.

Resource Management

  • Create staffing plans for new projects.
  • Draft initial position descriptions.
  • Assist ADG’s Recruitment Team with candidate selection.
  • Maintain organizational charts and personnel tracking spreadsheets.
  • Manage staffing plan for all TDIP personnel.

Program Controls

  • Provide guidance to project controls teams for consistency and compliance with LAWA policies.
  • Maintain budgets and ensure implementation within approved funding.
  • Monitor compliance with budgets and continuously control costs.
  • Manage risks and issues across projects.
  • Control costs, including payments to designers, contractors, and others.
  • Set up, maintain, and review financial processes; prepare monthly financial summaries of program cash flows.
  • Develop and manage schedules; ensure program milestones and baselines are met.
  • Track compliance of project teams with schedules and budgets.

Change Management

  • Enforce Change Advisory Board (CAB) processes and maintain documentation of CAB items.
  • Ensure compliance with change management procedures.
  • Provide proper documentation and justification for all proposed changes.
  • Track and record all proposed changes for Program Board and Steering Committee review.

Risk Management

  • Manage program risks and ensure mitigation processes are aligned and implemented.
  • Maintain TDIP risk registers with project teams and TDG Risk Manager.
  • Identify potential change order requests and process them per CAB procedures.

Hardware / Software Knowledge

  • Proficiency in Microsoft Office Suite and Bluebeam.
  • Familiarity with Project Management Information Systems.
  • CAD or REVIT skills are a plus.

Professional Experience and Qualifications

  • 20+ years of experience, preferably on airport projects.
  • Experience managing project controls staff.
  • Experience with projects exceeding $500 million in value.
  • Familiarity with Progressive Design-Build, Design-Bid-Build, CMAR, and other delivery methods.
  • Strong management capabilities with proven leadership track record.
  • Excellent written and oral communication skills.
  • Thorough knowledge of industry practices and regulations.
  • Self-starter with proactive, results-oriented focus and ability to take on added responsibilities.
  • Strong interpersonal skills; able to work with individuals across different technical and educational backgrounds.
  • Detail-oriented and highly organized.

Education / Training

  • Bachelor’s degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning, or related technical field required.
  • Master’s degree preferred.
  • Optional certifications include AAAE, LEED, PE, PMP, AICP, PMI-SP.

Role-Specific Requirements

  • May assume other duties as required.
  • May need to work beyond regular shifts, including evenings or weekends.
  • Must work on-site; this is not a work-from-home role.
  • After-hours or weekend work may be required and is considered part of the salary.
