Description of Work
This Position Is 100% Federally Funded
The primary purpose of this position is to manage cash management operations related to federal grant accounting within the Office of the Controller (OoC) at the North Carolina Department of Health and Human Services (DHHS). This role oversees the drawdown, allocation, and reporting of federal funds totaling over $13.5 billion annually, ensuring compliance with federal and state regulations. The position requires the application of advanced accounting knowledge, complex reconciliation skills, and oversight of reporting processes involving federal grants, drawdown systems, and cash transfers.

This position supports the fiscal integrity of DHHS by ensuring timely and accurate financial reporting and drawdown of federal funds. The role contributes to the successful completion of the Department's Annual Comprehensive Financial Report (ACFR) and supports divisions across DHHS through technical guidance and reconciliations essential to the Department's cash management and compliance objectives.

Key Duties Include:
  • Supervising staff responsible for executing daily federal drawdowns and related cash management activities
  • Managing federal drawdown processes across multiple federal systems and grants
  • Ensuring timely certification and recording of federal receipts in NCFS for all DHHS divisions
  • Conducting monthly reconciliation of federal budget codes and addressing discrepancies
  • Preparing and reviewing federal reports such as SF-425, SSA-4513, TANF-196, and CCDF-696
  • Leading the completion of CMIA reports and ensuring timely submission to the Office of the State Controller
  • Coordinating quarterly grant inventory updates to support budget and planning decisions
  • Contributing to the annual accrual process and ACFR, including preparing financial statements and footnotes
  • Interpreting federal regulations, identifying compliance risks, and advising divisions accordingly
  • Providing technical support and completing special projects as assigned by management
