Council-Manager Form of Government Culver City operates under a Council-Manager form of government. Its five-member elected City Council provides policy direction, sets priorities, approves the budget, and appoints the City Manager and department heads. The City Manager serves as the City’s Chief Executive Officer, overseeing day-to-day operations and leading approximately 800 employees across 12 departments with a Fiscal Year 25-26 annual budget of about $370 million. Departments reporting to the City Manager include: Finance, Human Resources, Information Technology, Housing and Human Services, Planning and Development, Parks, Recreation and Community Services, Transportation, and Public Works. The City Manager Position: Strategic & Inclusive City Leader

Appointed by the City Council, the City Manager serves as Culver City’s Chief Executive Officer, implementing Council policy and managing daily operations to meet evolving community needs. The role requires developing and communicating a clear vision and aligning resources, staff, and partnerships to achieve it. The City Manager will advance Council priorities, maintain sound financial management, and deliver services that enhance residents’ quality of life. Key Responsibilities

Provide executive leadership for all City departments and staff. Advise the City Council on policy goals and evaluate performance. Prepare and administer annual operating and capital budgets; maintain sound financial management. Lead the implementation of strategic initiatives and Council priorities. Advance equity, transparency, and community engagement. Represent Culver City in intergovernmental relationships and legislative advocacy. Oversee responses to declared emergencies, including homelessness. Maintain clear communication with Council, staff, and the public. Drive organizational culture change toward accountability, innovation, and trust. This role requires strong understanding of a Council-Manager government, exceptional leadership, financial acumen, and a collaborative approach to managing complex community challenges. Any combination of training and experience that provides the required knowledge, skills, and abilities would be qualifying. A typical path: a Master’s Degree in public administration and ten years of responsible experience at the Assistant City Manager level or five years as Assistant City Manager and five years as Department Head. Salary and Benefits

Annual salary up to

379,702.22

DOE/DOQ, plus a generous benefits package that includes: Retirement:

CalPERS defined benefit retirement plan, coordinated with Social Security. 2%@60 for Classic members and 2% @62 for new members as defined by PEPRA. Both City and employee contribute towards retirement contributions. City also participates in Social Security. Health, Dental, and Vision Insurance:

CalPERS medical plans for employees and eligible dependents. HMO & PPO available. City contributes up to $2,037 per month toward health benefits for 2025 plan year. Retirement Health Savings Plan Management Education Incentive:

$4,800 per fiscal year for master’s degree or higher from an accredited organization. Life Insurance:

$250,000 plus AD&D. Disability Insurance:

Short- and Long-Term Disability provided by the City. Physical Well-Being Allowance:

$60 per pay period. Vacation:

80 hours annually for first four years, increasing with years of service. Floating Holiday Leave:
