— State of Hawaiʻi This vacancy is with the Department of Human Resources Development, Employee Staffing Division. Duties Summary

As Chief of the Employee Staffing Division and under the direction of the Director and Deputy Director, responsible for the administration of the State's merit system recruitment, examination, certification, selection, and placement activities. This requires planning, directing, coordinating, and controlling the total division program with the assistance of two branch chiefs and a staff of professional, technical, and other personnel. Minimum Qualification Requirements

To qualify, you must meet all of the following requirements: Legal Authorization To Work:

The State of Hawaiʻi requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Education:

A bachelor's degree from an accredited four-year college or university. Specialized Experience:

Three and one-half (3 1/2) years of experience in one or any combination of personnel management functions, such as recruitment, placement, examination, position classification, pay or wage administration, employee management relations services, employee development, personnel program development, personnel research, and labor relations. This experience must demonstrate the ability to work with colleagues and operating personnel, recognize problems in personnel program operation, suggest practical solutions, and accept substantive responsibility in personnel administration. Clerical and technical experience limited to applying personnel rules, regulations, and procedures in support of the described functions is not qualifying. Staff Specialist or Supervisory Experience:

Two years of either Staff Specialist or Supervisory Experience of the type and quality described below. Staff Specialist Experience:

Personnel management and/or labor relations experience involving difficult and complex situations and advising management on program development and evaluation; or extensive work on complex assignments in program development and evaluation, development of new/revised procedures, review of working situations for adherence to guidelines, development of legislative proposals or analysis of proposed legislation, and research to improve the personnel system. Supervisory Experience:

Experience in planning and directing the work of others, assigning and reviewing their work, advising on difficult problems, scheduling, and training and developing staff. Administrative Experience:

One year of experience in personnel management and/or labor relations with major responsibility for development, management, execution, and coordination of policies, activities, and programs. Substitutions Allowed:
