Aspiranet provides a spectrum of services in Northern California, Southern California, and in the Central California Valley, including foster and adoption services, behavioral and mental health services, residential care, educational services, community-based family services, and emergency shelter. Foster Care and Adoption programs prioritize the needs of each child and aim to provide safe, stable, and nurturing environments. Intensive Home-Based Services and Residential Services offer high-impact supports to families and youth, including trauma-informed care and coordination with clinical and support staff. Transitional Aged Youth (TAY) programs assist former foster youth in transitioning to independence, including furnished housing and education and employment assistance. As a member of the senior leadership team, the Chief Operating Officer (COO) is responsible for partnering closely with the CEO and Executive Leadership to provide strategic leadership and direct the operational goals and vision for the organization. The COO will provide operational oversight and lead effective implementation of operational best practices to drive continued success and support future growth. Areas of responsibility include, but are not limited to, agency-wide analysis, risk management, business workflows, budgeting, contracts, leases, facilities, systems, technology and workforce planning aligned with strategic and business plans. The COO is comfortable with change management and executes on strategy and ensures the organization operates efficiently, while providing high quality services and ensuring the wellbeing of staff. This individual ensures that systems, processes and procedures are in place and maximized to continuously improve the services, efficiency and outcomes. Core responsibilities

Operational Leadership: Provide strategic oversight and leadership to the organization’s day-to-day operations, ensuring programs, services, and administrative functions are delivered effectively, efficiently, and aligned with the mission and values. Supervise and mentor assigned staff. Develop and implement operational policies, procedures, and best practices to streamline workflow, improve service delivery, and ensure compliance with regulations and industry standards. Serve as a role model for leadership, demonstrating strong decision-making, integrity, and ethical leadership. Foster a collaborative and inclusive culture that promotes teamwork, accountability, and professional development while maintaining a high-performing environment. Develop and implement operational strategies aligned with the organization’s vision and goals. Oversee day-to-day operations to ensure efficiency and alignment with the organization’s vision. Collaborate with senior leadership to create and execute Aspiranet’s Strategic Plan. Continuously look for opportunities to improve operational efficiency and ensure consistent, high-quality services across Aspiranet’s areas of service. Ensure accountability and a disciplined framework of goals, expectations, and performance measurements. Uphold company policies and ethics to minimize risk through early identification and proactive measures. Provide oversight and support for leaders in carrying out centralized services in regional roles. Provide operational oversight of projects, improvements, systems, workflows, and planning related to future growth opportunities. Ensure compliance with all legal and regulatory requirements. Strategic Planning & Execution: Collaborate with the CEO and leadership team to define and execute the agency’s strategic objectives. Ensure operational activities align with the long-term vision and goals. Lead the development of business plans and prioritize initiatives that drive growth, impact, and efficiency. Stay informed about trends and challenges in the non-profit sector and drive innovative solutions. Reporting, Analytics & Compliance/Risk Management: Regularly report to the CEO and board on performance, risks, and opportunities. Provide insights into operational data, trends, and performance metrics to support decision-making. Develop strategies for managing operational risks and ensuring compliance with industry regulations. Monitor and address risks related to operations and service quality. Ensure adherence to policies, standards, and procedures; ensure compliance with non-profit sector laws and standards. Identify, assess, and manage operational risks to safeguard reputation and operations. Assess contractual obligations to ensure scope, metrics, and financial obligations align with vision and capacity. Manage regulatory site visits and audits (funders, The Joint Commission, government agencies) from an operational perspective. Quality and Performance Improvement: Implement ongoing programs to measure and improve the quality of care and services for youth and families. Ensure systems and processes are used to continually improve services, efficiency, and outcomes. Collaborate with organizational leaders to plan and conduct performance improvement activities. Community & Stakeholder Engagement: Represent the agency in external relations with community leaders and stakeholders. Build partnerships with community organizations, government agencies, and service providers to enhance service delivery. Be an active public advocate for Aspiranet’s mission and message. Maintain relationships with donors, board members, community leaders, and government entities. Assist in developing fundraising strategies and strategic partnerships. Candidate Profile The following offers an aspirational view of the ideal COO candidate profile; applications from candidates with diverse backgrounds are encouraged, including underrepresented groups. Key qualifications include: commitment to Aspiranet’s mission and values, program integration, systems thinking, team leadership, external partnerships, and practical management experience in a multi-site nonprofit setting. Key qualifications also include a bachelor’s or master’s degree, five-plus years in nonprofit leadership, stakeholder collaboration, budgeting and financial oversight, change management, and strong communication skills. Specific state licensing and background requirements may apply per Community Care Licensing. Compensation and Benefits

The salary range for this position is $225,000–$250,000. Final salary will reflect internal equity and the selected candidate’s experiences and qualifications. Benefits include medical, dental, and vision plans; life insurance; Employee Assistance Program; a 403(b) retirement plan with employer match; generous paid time off, including vacation, sick leave, and 14 holidays (including a birthday holiday); and voluntary benefits such as disability insurance, telehealth, flexible spending accounts, and employee discounts.
