Overview Job Summary: Responsible for planning, programming, and execution of capital improvements for the Navy Exchange Service Command, including the development and implementation of project planning/programming processes, and execution and monitoring of capital improvement and facilities sustainment projects to meet the Command's strategic objectives. Manages over 100 personnel, maintains over 21 million SF of retail and hospitality space, and plans, budgets, and executes a $150M to $200M capital improvement portfolio for a worldwide retail/hospitality company with 13,000 employees, 300 retail locations, over 450 lodging facilities, and $3B in annual revenue.

Responsibilities

Incumbent must be a U.S. Citizen.

Overall program/operational management: report to CEO, Navy Exchange Service Command (NEXCOM) and manage the NEXCOM Facilities Department; supervise 30 headquarters personnel, including licensed Professional Engineers/Registered Architects, and approximately 75 field personnel; manage over $4M in engineering work.

Plan and execute a $100M to $150M annual capital improvement budget with $150M–$200M in active projects under management; include planning, programming, budgeting, and monitoring of design/construction expenditures for major and minor projects.

Direct the work of multiple facility teams through the Facilities Engineering and Execution division director; supervise division directors in Design and Construction, Facility Planning and Programming, and Facilities Contracting.

Coordinate with NEXCOM Executive Committee Members, Senior Vice Presidents, District Vice Presidents, and General Managers to develop strategic objectives and improve planning/programming processes for capital improvements and facilities sustainment.

Coordinate with senior personnel at Installation, Region, and Headquarters levels, including Public Works Officers, Installation Commanders, Regional Commanders, and Flag level membership of the MWR/NEX Board of Directors and Navy/DoD equivalents.

Brief Flag level leadership on capital improvement plans and programming processes at NEXCOM, Navy, and OSD headquarters levels, and with Congressional staff.

Provide capital improvement support to the NEXCOM Hospitality Group (NHG), including project development, contract execution, coordination with Installation/Region/Navy HQ personnel, and execution of major design and construction projects.

Manage a global in-house construction force that completes over $15M in annual construction and equipment installation work.

Oversee personnel management for the Facilities Department, including organization, hiring, and all required personnel actions; provide recommendations on hiring overseas facilities personnel for overseas District Vice Presidents.

Implement NEXCOM's Green, Sustainable Facilities initiatives, Energy/Resource Conservation, Construction Safety, and Facilities Department HR Programs.

Serve as principal liaison with Navy Installations and Regions to resolve facilities sustainment and host/tenant issues.

Programming

– Develop programming processes to support command strategic objectives, including programming metrics, resource models, and capital improvement plan recommendations to the Facilities Planning Board; present proposals for CEO review/approval and higher-level approvals as required.

Support facilities asset management for NEXCOM, including development, maintenance, and sustainment of NHG assets with maintenance funding and execution responsibilities; provide input to program owners for sustainment and modernization requirements.

Develop and implement resource models to ensure funds are available for current and future capital improvement requirements and guide development of NEXCOM Facilities capital plans.

Duties and Responsibilities (continued)

Coordinate with Navy facilities experts to align NEXCOM capital model and resource allocations with the Navy/DoD facilities management framework.

Develop programming metrics and algorithms to assist in selecting projects to meet NEXCOM capital improvement goals/objectives.

Develop future project planning/execution projections to ensure adequate in-house and contracted resources are available.

Develop and maintain facility condition assessment tools to support planning/programming.

Project Planning

Coordinate the fielding, operation, and management of an electronic project management system to track, manage, and guide investment decisions and project execution; ensure workflow, auditing, financial integrity, and leadership visibility are current.

Responsible for all project planning, including adherence to NEXCOM standards, Navy requirements, and end-user needs; develop/maintain retail/service facility prototypes and standards for consistent designs; develop/maintain project execution tools, specifications, and standards for consistency and economies of scale.

Coordinate with Navy Installations and Regions to align NEXCOM capital projects with installation Master Planning efforts.

Monitor major and minor project planning to ensure cost-efficient, effective execution tools and methods.

Attend conferences and professional forums to stay updated on Navy/DoD facilities best practices and present on behalf of NEXCOM.

Project Execution

Oversee development of in-house and contracted scopes of work, government cost estimates, acquisition plans, and required documentation for NEX and NHG minor and major construction projects.

Coordinate with internal stakeholders and external NAVFAC and other execution agents to improve processes and develop/implement acquisition plans for major projects.

Develop resource plans and schedules to execute major and minor projects.

Monitor construction and provide progress reports, metrics, and financial tracking for all NEXCOM capital projects.

Monitor, direct, and guide design processes to ensure compliance with NEXCOM standards and requirements.

Coordinate with NAVFAC and other design agents to resolve issues during design/construction.

Construction Contracting

Oversee direction and management of construction/facilities contracting in support of NEXCOM operational requirements.

Establish and maintain an in-house facilities construction and architect/engineer contracting capability; develop staffing, training plans, policies, procedures, workflow, and controls for procurement team operation.

Provide direction on the classification of work and the responsible organization for execution of construction scopes of work.

Requires Secret (S) Security Clearance.

Performs other related duties as assigned.

The incumbent must file a Financial Disclosure Report (OGE) Form 450, as required.

Requires a total of 7 years of experience as detailed below.

Qualifications

General Experience : Bachelors degree in Engineering, ABET-accredited, or a degree with calculus and courses in engineering/science in five of seven areas (statics/dynamics; strength of materials; fluid mechanics/hydraulics; thermodynamics; electrical fields/circuits; properties of materials; or other comparable areas).

OR

Combination of Education and Experience : College-level education/training/experience with professional engineering background demonstrated by Professional registration, EIT, or equivalent, or completion of substantial coursework in physical, mathematical, and engineering sciences; or a degree in engineering technology/architecture with relevant experience.

Specialized Experience : 7 years of progressively responsible experience in structural engineering, with management of facility construction projects, oversight of design/planning/budget/project management/cooperation with stakeholders, and supervision of personnel.
