Overview
JST is currently seeking a MS365 Project Suite Developer who will serve as the technical lead for configuring, extending, and sustaining DOT's Microsoft 365 Project Suite. Partner with the PM, DOT COR, OCIO admins, and Operating Administration stakeholders to translate requirements into secure, supportable configurations across Project Online, Project for the Web, Power Platform, SharePoint, Teams, and Entra ID. Deliver working increments each sprint, document changes, and enable DOT self-sufficiency.
This is a full-time on-site position in Washington, D.C.

MS365 Project Suite Developer Responsibilities
Configure OA-specific workspaces in Project Online and Project for the Web, including enterprise custom fields, EPTs, views, and templates.
Build and maintain Power Platform solutions: Power Automate flows for governance and intake, Power Apps for lightweight data entry, and connectors to Project, SharePoint, and Dataverse.
Develop and publish portfolio and project reporting using Power BI and Project reporting, including OData extraction.
Implement role-based access with Entra ID groups and Project security categories; maintain permissions and least-privilege standards.
Stand up and maintain collaboration integrations with SharePoint Online and Teams, including site provisioning, channels, and file governance.
Support discovery and assessment activities, refine the configuration backlog, and define sprint acceptance criteria with the PM and COR.
Execute pilot configurations in a non-production tenant, run UAT, capture feedback, and update the Configuration Design Document.
Lead cutover tasks during enterprise rollout, perform smoke testing, triage issues, and provide hypercare after each onboarding wave.
Create and maintain technical documentation: admin guides, SOPs, runbooks, and configuration baselines; ensure Section 508-compliant artifacts.
Coach DOT administrators and deliver hands-on labs for train-the-trainer sessions; assist with change communications and readiness checks.
Use Azure DevOps or equivalent to manage user stories, tasks, defects, and release notes; keep items current and traceable.
Apply secure configuration and data protection practices; support any ATO and records requirements.
MS365 Project Suite Developer Qualifications
Bachelor's degree in Information Systems, Computer Science, Engineering, or related field (Education may be substituted with additional relevant experience).
Microsoft 365 Certified: Administrator Expert (MS-102) or equivalent.
Power Platform Certification (PL-200 or PL-400).
: Azure Fundamentals (AZ-900), Security Compliance and Fundamentals (SC-900), ITIL Foundation.
7+ years administering and engineering Microsoft 365 solutions in enterprise environments.
3+ years hands-on with Microsoft Project Online and/or Project for the Web, including configuration and administration.
2+ years developing solutions on Power Platform (Power Automate, Power Apps, Dataverse) and building Power BI reports.
Demonstrated experience with SharePoint Online architecture, Teams integration, and Entra ID group-based access control.
Proficiency with PowerShell and PnP modules for M365 administration and automation.
Experience working with federal stakeholders and delivering in Agile sprints with defined acceptance criteria.
Strong communication and facilitation skills with the ability to lead UAT and admin labs.
Project Online, Project for the Web, SharePoint Online, Teams, Power Automate, Power Apps, Power BI, Dataverse, Entra ID, Azure DevOps, PowerShell, PnP, OData and REST.
Required Clearances and Screenings
