JOB SUMMARY

This position performs difficult, skilled professional work in a variety of complex human resources duties in the following functional areas: workers compensation administration, employee relations, training, performance management, onboarding, policy implementation, recruitment, and employment law compliance; does related work as required. Work is performed under the general supervision of the Director of Human Resources. Supervision is exercised over paraprofessional personnel.

PHYSICAL DEMANDS

The work is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Additionally, the following physical abilities are required:
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Manual Dexterity: Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
  • Hearing: Required to perceive information at normal spoken word levels.
  • Visual Acuity: Required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

ESSENTIAL JOB FUNCTIONS

The Human Resources Generalist is expected to be the subject matter expert in key compliance areas such asthe Americans with Disabilities Act (ADA), Workers' Compensation (WC), and the Family and Medical Leave Act (FMLA). The position will also serve as the administrator for the City's Learning Management System (LMS), with responsibility for creating, implementing, and overseeing training programs. In addition, this role will lead and conduct internal HR investigations to ensure compliance with City policies and workplace standards.
  • Partners closely with the Director of Human Resources and supervisors across the City in supporting HR processes and department-specific strategies.
  • Handles and/or assists the Director of Human Resources with employee relations issues including, but not limited to, investigations, grievances, and general employee personnel issues.
  • Directly supervises the recruiting position and is responsible for the overall direction, coordination, and evaluation of the recruiter.
  • Provides expertise and advice to employees and management regarding policies, procedures and regulations, may interpret collective bargaining agreements, and assists with developing and implementing new policies and procedures.
  • Administers and maintains the City's Learning Management System and is in charge of tracking employee training and certifications.
  • Assists with the design and implementation of various employee development and training programs, arranges for trainers or conducts training programs when required, informs supervisors and employees of available training opportunities, and evaluates effectiveness of training programs.
  • Oversees and monitors the City's Workers Compensation program including coordinating care, tracking cases, communicating with employees and supervisors, facilitating returns to work, and claim management.
  • Oversees, facilitates, and manages ADA requests.
  • Promotes Human Resource process standardization and process improvement while serving as a key partner to the Director of Human Resources in determining City needs.
  • Assists the Director of Human Resources with the preparation of the department's Business Plan.
  • Updates and ensures compliance with the City's EEO Plan.
  • Performs special projects and research on topics related to the effective and efficient use of human resources in City's operations.
  • Oversees the employee recognition program, provides recommendations for new approaches, and recommends changes to improve the effectiveness of the program.
  • Maintains compliance with and knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and federal, state, and local employment laws.
  • Enters a variety of complex data into computer systems, compiles statistical tables, and reports.
  • Exercises professional discretion and confidentiality concerning all duties performed.
  • Performs related tasks as required.

QUALIFICATIONS
Education and Experience:

A high school diploma or equivalent and three years of experience in human resources. A Bachelor's Degree in human resources, business administration, or related field, and/or professional certification are preferred.

Knowledge, Skills and Abilities:
  • Comprehensive knowledge of human resources processes and procedures and federal and state laws regarding employment.
  • Thorough knowledge of modern office procedures, practices, and equipment as applied to the maintenance of human resources systems.
  • Knowledge of principles, practices, and techniques of workers' compensation insurance.
  • Skill in the application of auditing, research, and statistical techniques to human resources functions.
  • Ability to research, analyze, interpret, and apply laws, rules, regulations, policies, procedures, and guidelines.
  • Ability to develop, recommend, and administer human resources programs and systems.
  • Ability to analyze data and prepare reports.
  • Ability to demonstrate strong organizational skills and the ability to work independently.
  • Ability to think and work effectively under pressure and accurately complete tasks within established times.
  • Ability to assume responsibility and exercise good judgement in making decisions within the scope of the authority of the position.
  • Ability to present ideas effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with City officials, employees, and the general public.
