GENERAL SUMMARY: The LEA Special Education Supervisor serves as a district-level special education leader, responsible for ensuring legal compliance with state and federal mandates while supporting high-quality instructional programming. The Supervisor works under the guidance of the LEA Director of Special Education and in collaboration with Saginaw ISD, providing technical assistance, staff support, program oversight, and leadership for continuous improvement in student outcomes. The position plays a key role in building district capacity, coaching staff, and aligning compliance systems with instructional excellence.
ESSENTIAL JOB RESPONSIBILITIES: Compliance, Monitoring & Technical Assistance Lead implementation of technical assistance and corrective action plans in collaboration with ISD and LEA stakeholders. Monitor compliance with MARSE, IDEA, and local policies; serve as Executive DIrector of Student Services designee when appropriate. Conduct special education file reviews and facilitate required documentation in the Catamaran system. Ensure proper development, implementation, and monitoring of IEPs, FBAs, and BIPs. Attend and facilitate IEP meetings; support MDRs and ensure adherence to discipline requirements for students with disabilities. Analyze data related to student performance, graduation, discipline, attendance, and state performance indicators; report trends to LEA leadership. Leadership, Supervision & Program Oversight Serve as Special Education Administrator for the district in partnership with other supervisors. Oversee special education programs, services, and instructional quality across assigned buildings. Supervise and evaluate special education instructional and support staff, including teachers, paraprofessionals, and related service providers. Assist in staff hiring, evaluation, and professional growth planning. Provide supervision and direction to ancillary staff and services as assigned. Ensure transition services and graduation requirements for students with disabilities are properly implemented. Professional Development & Capacity Building Design and deliver targeted professional learning aligned with district and ISD priorities. Provide coaching and technical assistance on IEP development, transition planning, inclusive practices, and behavioral supports. Lead onboarding and training for new special education staff. Collaboration & Continuous Improvement Collaborate with LEA administrators and ISD teams to assess, improve, and sustain effective special education systems. Use internal reviews and data analysis to guide district-wide improvement strategies. Support special education budget development and program documentation. Serve as a liaison between the LEA, ISD, families, and community partners. REQUIRED QUALIFICATIONS:
Valid Michigan Teaching Certificate with at least one special education endorsement. Master's Degree in Special Education or related field. Full or temporary approval as a Supervisor of Special Education in Michigan. State of Michigan Administrator Certificate or ability to obtain within three years. Minimum five (5) years of successful experience in special education (teaching or administrative). Demonstrated expertise in IDEA, MARSE, and Catamaran. Strong communication, leadership, and facilitation skills. Ability to lead systemic improvements and support cross-functional teams.
