In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
This position supports the California Department of Public Health's (CDPH) mission and strategic plan by coordinating sample collection and receipt from wastewater utilities across the state, processing the samples, performing laboratory testing, reporting the detected pathogen results, and evaluating results for trends and correlating wastewater results to reported case numbers.
The Health Program Specialist (HPS) I, acting as the Program Coordinator in the Wastewater Surveillance Section (WWSS) of the Drinking Water and Radiation Laboratory Branch (DWRLB), will coordinate wastewater surveillance laboratory programmatic activities throughout the state including but not limited to the WWSS, local health departments, and utilities.
The incumbent works under the direction of the Microbiology Supervisor, Research Scientist Supervisor I (Microbiological Sciences) of the WWSS in the DWRLB.
If new to California state service, you will need to have taken and passed the examination for this classification in order to be hired for this position. Working Conditions
Telework Information
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. The Drinking Water & Radiation Laboratory Branch (DWRLB) is staffed with approximately 35 professional scientists, technicians, and admin support personnel who support a variety of Public Health programs by conducting special studies and by providing scientific expertise and laboratory services. DWRLB provides environmental radiation/radiochemistry measurements, testing marine biotoxins in shellfish, researching emerging chemical contaminants of public health concerns, testing of opioids and illicit drug residues, and is an accredited clinical laboratory for testing toxic substances and their metabolites in human specimens. DWRLB conducts wastewater surveillance to detect viral and bacterial pathogens to protect, maintain and advance public health readiness against known and emerging infectious disease threats and does water testing for microbial pathogens and indicator organisms. DWRLB is located in a state-of-the-art, 500,000 square foot facility located a few blocks from the San Francisco Bay at the CDPH Richmond Campus
