Job Summary:
Genesis Consulting is seeking a Project Manager to oversee the planning, execution, and successful delivery of an information technology project for a State of Florida government agency. This role requires strong leadership, adherence to State of Florida project management standards, and effective coordination between agency stakeholders, technical teams, vendors, and external partners.
The ideal candidate will have experience managing large-scale government IT projects, strong knowledge of the System Development Life Cycle (SDLC), and a proven track record of delivering projects on time, within scope, and within budget in compliance with state IT governance processes.
Duties and Responsibilities:
• Lead the end-to-end management of assigned IT projects in accordance with the State of Florida Project Management and IT Governance Framework.
• Develop and maintain project plans, schedules, resource allocations, risk registers, and budget forecasts.
• Serve as the primary point of contact for agency leadership, project sponsors, stakeholders, and vendors.
• Facilitate requirements gathering sessions with business and technical teams, ensuring clear documentation and sign-off.
• Coordinate and monitor vendor performance, contract compliance, and deliverable acceptance.
• Conduct regular project status meetings, prepare progress reports, and present updates to executive stakeholders and oversight committees.
• Proactively identify and mitigate project risks, issues, and dependencies.
• Ensure adherence to state cybersecurity standards, data governance policies, and accessibility requirements.
• Manage project change requests through formal change control processes.
• Oversee UAT (User Acceptance Testing) coordination, defect triage, and resolution tracking.
• Ensure project documentation is complete, accurate, and in compliance with state archival and audit requirements.
• Support post-implementation review and transition to operations.
Requirements
Minimum Qualifications/Experience:
• 7+ years of experience managing medium-to-large IT projects, preferably within state or federal government.
• Strong knowledge of project management methodologies (PMBOK, Agile, or hybrid approaches).
• Proficiency with project management tools (e.g., MS Project, Smartsheet, Jira, or similar).
• Demonstrated experience with contract/vendor management.
• Excellent communication, facilitation, and negotiation skills.
• Ability to manage multiple priorities and meet deadlines in a structured, compliance-driven environment.
• Previous experience with State of Florida MyFloridaMarketPlace (MFMP), People First, or other statewide systems.
• Experience in ERP, case management systems, or large-scale system modernization projects.
• Familiarity with State of Florida IT Security Standards and Florida Statutes related to data privacy and public records.
Minimum Education:
Bachelor's Degree in Information Technology, Computer Science, Business Administration or related field.
Required Certifications:
PMP (Project Management Professional) certification, PRINCE2 Practitioner certification,
Agile Scrum Master or SAFe certification.
Other:
• Candidates must be able to work onsite in Tallahassee, FL as needed.
