Delta County is looking for an experienced Human Resources Generalist to join our team and grow with us.

GENERAL POSITION DESCRIPTION:

The Human Resources (HR) Generalist is responsible for performing human resources related responsibilities at a professional level and works closely with the Human Resources Director. This position will support a variety of human resource functional areas such as recruitment, employment, onboarding, employee relations, employee development, performance management, policy implementation, training, compensation, benefit coordination, retention and employment law compliance.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
  • Serve as the first point of contact for employees and applicants to the human resources department. Respond to a wide variety of questions from department heads, employees, and applicants regarding Delta County human resources functions and forward to other employees as appropriate.
  • Oversee and implement assigned phases of position control, recruitment, and hiring processes.
  • Manage and oversee Human Resources Information System (HRIS) with confidentiality, accuracy and according to laws, policies, procedures and retention schedule.
  • Maintain and oversees organizational applicant tracking system (ATS) with accuracy, efficiency and effectiveness utilizing all tools.
  • Maintain employee Equal Employment Opportunity (EEO) data reporting with accuracy and completeness for organizational compliance with laws, regulations, programs, reporting and data needs.
  • If access is available to data, complete routine to complex employment verifications, ensuring compliance and knowledge of information that can be shared and where conflicts arise.
  • Serve as the primary recruiter for the department responding to candidates with openness, accurate information and aide to match qualified candidates with open positions. Serve as the primary link between candidates and the organization.
  • Advise and assist employees and supervisors in a variety of areas including policy and law compliance, employee relations, benefits selection and full employment cycle.
  • Conduct studies, analysis and research on a broad range of human resource assignments, compile statistical data and prepare various reports; research and evaluate a variety of employee programs, prepare and maintain related documents as required.
  • Manage the administration of recruitment activities, post open positions provide coordination among departments and applicable associations, prepare recruitment information and criteria, coordinate outreach on social media and with appropriate organizations or associations, review and evaluate applicant selection procedures.
  • Maintain courteous communication, high level of confidentiality and professional integrity involving employee and departmental concerns at all times.
  • Receive, review and process a variety of forms, documentation and other correspondence associated with human resources operations within designated timeframes; distributes, files and maintains documents as appropriate.
  • Manage department records, records retention and records disposal as required per document.
  • Conduct off boarding activities with employees and departments.
POSITION REQUIREMENTS:

Education:
  • Bachelor's degree in human resources, organizational behavior, business administration, industrial psychology or closely related field with human resources courses or emphasis is preferred.
Experience:

Level I
  • Three (3) to five (5) years' recent work experience in human resources with a demonstrated professional level knowledge of the responsibilities listed above is required.
Level II
  • At least six (6) years' of experience as a human resources professional performing the cross functional skills listed above is required. Professional certification may be substituted for two years of experience.
  • Intermediate proficiency in the following focus areas is required:
    1. Employee recruitment and candidate marketing techniques
    2. Management of all aspects of the HRIS system
    3. Full implementation of at least two (2) designated human resource initiatives
    4. Comprehensive knowledge of Delta County departments and positions
Licenses/Certifications:
  • Society for Human Resources - Certified Professional (SHRM-CP) OR Human Resource Standards Institute - Professional in Human Resources Certification (HRCI - PHR) is preferred.

Combination of education and experience could waive specific requirement.

Hiring Range (Depending Upon Qualifications):

$28.05 to $30.85 hourly

Delta County offers benefits for this position which include medical, dental, vision, and additional selective optional insurances available to the employee and eligible dependents on a cost share basis between employee and the organization. Life insurance and employee only medical insurance is available at no cost to the employee. We have a pre-tax flexible spending account. Employees contribute 4% of their salary to a 401(a) retirement account fully matched with 4% from the County along with an optional 457 tax advantaged deferred-compensation retirement plan. Paid time off is accrued at 14 hours per month with an additional 11 paid holidays in a calendar year. We have a comprehensive Employee Assistance Program (EAP) that includes counseling along with some legal and financial support counseling. Delta County has modified work schedules for positions and employees that qualify. As an employee, additional employee discounts and fringe benefits are available.
