Person County Government is seeking a motivated and detail-oriented Planner I to join our Planning and Zoning Department team. This professional role plays a critical part in assisting customers with land use and zoning regulation interpretations, analyze data, create and maintain permit and plan records, provide research, write reports, assist boards and committees, and enforce the ordinances associated with the Planning Department. This job works under general supervision, independently developing work methods and sequences. The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience. Must possess a valid driver's license and have an acceptable driving record per County policy. This is an exempt position working 37.5 hours weekly/1950 hours annually. Regular attendance at night advisory and elected board meetings is required. Applications are reviewed upon receipt. The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class, as necessary. Meets with developers, property owners, and surveyors to discuss development proposals and other planning matters. Performs technical review, research, and provides staff reports for major subdivision plats, commercial site plans, special use permit applications, rezoning petitions; and text amendments for conformance with land use ordinances; Evaluates and reviews zoning, stormwater and floodplain permit applications for completeness and compliance; enters permit data into permitting software; maintains zoning related databases; and assists with annual stormwater reporting for submittal to the State of North Carolina; Attends and makes presentations at meetings with the public, elected officials and appointed boards for land use-related activities including special use permits, variances, text amendments, and subdivisions. Prepares required advertisement and due public notifications for public hearings, including mailed notices, property postings, and legal advertisements; Tracks projects utilizing planning and permitting software (EnerGov system by Tyler); Provides technical assistance to the public, by telephone, email, and in person; explains and advises the public on land use related regulations; Coordinates enforcement of land use related ordinances with consultant enforcement service and coordinates with staff for code enforcement complaints, issuing violation letters and following up until issues are abated; Assists in the development, maintenance, and implementation of plans and policies, including the Comprehensive Land Use Plan; Prepares forms, correspondence, reports, brochures and other written materials; Ensures that land use related ordinances are coordinated with other departments and the public to maintain high level of customer service; and Performs related work, as assigned. Person County conducts pre-employment screening on candidates. Job offers are conditional pending the following: A pre-employment drug screen for all candidates.
