Planner II - Long Range Planning

This posting is for full-time, permanent Planner II positions within the Anne Arundel County Office of Planning and Zoning, Planning Division. These roles are within the Long Range Planning Section and report to the Planning Administrator.
The responsibilities include contributing to projects such as the General Development Plan, Region Plans, Water and Sewer Master Plan, and other initiatives. Tasks involve research, GIS analysis, planning studies, report and presentation preparation, project management, and public outreach.
The position entails moderately complex professional planning work, including current land use, long-range planning, development, zoning laws, and regulations.
NATURE AND VARIETY OF WORK
The section prepares and updates master plans and reports, administers rezoning processes, conducts GIS analysis, reviews development applications, and engages in public outreach. The role supports updates to and implementation of plans like the General Development and Region Plans, and collaborates with other agencies and jurisdictions on planning projects. Employees are expected to perform a wide range of planning functions, interpret complex codes, and handle long-term projects such as subdivisions, commercial sites, and transportation planning, often over a period of 5 to 10 years. The work involves data collection, analysis, and presentations for diverse audiences, influencing county growth and land use decisions. Planner II is a journey-level role, performing tasks with greater independence and minimal supervision, under guidance from senior staff. Additional duties include research, legal analysis, policy formulation, public representation, and review of land use plans and regulations. Specific responsibilities involve making presentations, conducting outreach, reviewing plans, and preparing reports and recommendations. KNOWLEDGE, SKILLS, AND ABILITIES
Candidates should possess substantial knowledge of planning principles, land use, zoning, socio-economic research, and technical resources. Skills required include organizing studies, effective communication, establishing relationships, and operating office software. Specific to these positions are knowledge of federal, state, and local policies, GIS proficiency, and the ability to develop public outreach initiatives. Qualifications include a bachelor's degree in planning or a related field, at least two years of professional planning experience, and a valid driver's license.
