Vice President of Procurement (Project Management) NEOTech is a leading provider of manufacturing technology and supply chain solutions for brand name OEMs in the industrial, medical and military/aerospace markets. The company's headquarters is based in Chatsworth, CA with additional locations in the U.S. and Mexico. Position: NEOTech is hiring a Vice President of Procurement with experience within the contract electronics manufacturing industry. The job is on-site and will be based in the Chatsworth, CA corporate headquarters location. Job Overview The Vice President of Procurement is responsible for leading world-wide procurement activities for all NEOTech facilities and developing and managing a procurement process and tools that support the company\'s vision and strategic direction. Ideal candidate will have experience within the contract electronics manufacturing industry. The VP of Procurement reports to the Chief Procurement Officer and will lead all sites supply chain teams and individual goals.

Direct Material Procurement
Serving as an authority on developing and interpreting procurement guidelines, policies, and procedures for a variety of procurement issues; and providing advice to officers, management officials and subordinate staff to guide them in the creation of procurement process.
Review and manage procurement, including compliance with corporate policies, and procurement practice.
Share in developing the architecture of the supply chain systems, tools, processes, and practices needed to support and enable taking product ideations through all phases of the product development, including supply chain development, from predictable market launch to product production maturity, support, and logistics.
Organize site procurement teams planning/sourcing resources with appropriate management structure that is flexible as the business evolves and grows but aligns processes and procedures with business goals. Collaborate with procurement team and site managers to standardize best practices, while maintaining maximum organizational ability and cost effectiveness.
Purchasing supervision including support of purchasing staff to perform tactical purchasing and strategic commodity management.
Sourcing and supplying raw materials, utilities, and outside services, as well as coordinating with global procurement efforts.
Analyze supply and demand at all levels through subordinate staff: item, customer, and commodity levels; Determine out-of-balance conditions and identify alternatives and recommends actions for approval.
Identify and resolve conflicts with respect to material availability and quality; Communicate proactively when demand cannot be met, lead purchasing team to find and recommend alternatives to meet the requested demand.
Manage KPI\'s related to purchasing and material management, including but not limited to tracking supplier spend, on-time delivery, supplier scorecard process, supplier non-conformance, on-time delivery.
Plan and implement activities related to the timely, cost-effective procurement.

Requirements Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying.
BA/BS in supply chain management, economics, finance, operations, engineering, business, accounting or manufacturing related field or equivalent experience preferred.
MBA and Professional certification in procurement, sourcing, supply chain is desirable.
Certifications in Supply Chain Management include CSCP, CPIM and/or CPM.
ERP systems experience; Epicor ERP experience is a plus.
15+ years related experience in a manufacturing environment with strategic management in supply chains for complex electro-mechanical devices.
At least 5+ years\' strategic procurement experience and indirect spend/logistics experience in a multi-state matrix organization.
Strategic buying, cost reduction/productivity improvement, and finance/budgeting knowledge.
Experience with P&L, ERP and ERP implementations a plus.
Contract administration/law knowledge; strong analytical skills.
Excellent communication, leadership and cross-functional collaboration skills.
Fluency in purchasing strategies, MRP logic, scheduling logic, order policies, product structures, materials planning and logistics.
Proficient in data analysis and Microsoft Office tools (Excel, Word, PowerPoint, Visio, Access).
Ability to sell purchasing value and run Purchasing as a services business.
Strong organization, time management, and negotiation skills.
