Overview

Under direction of the Detention Division Chief, assists in the planning, managing, and overseeing the activities and operations in the daily operations at the Alpharetta City Jail; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the Detention Division Chief. Responsibilities

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures subordinates have the proper resources; monitors status of work and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; assists with the revision of procedure manuals as appropriate. Enforces and oversees enforcement of all applicable jail rules and regulations; ensures safety and security of the general public, facility staff, and inmates. Supervises the receiving/processing of incoming inmates; explains jail rules, regulations and procedures; conducts prisoner searches and property inventory; prepares in-processing documentation; takes photographs and fingerprint records; obtains GCIC background reports; conducts book-in interviews; documents personal histories; answers questions from prisoners. Supervises classification of inmates according to charges, medical condition, and security risk; segregates prisoners, assigns housing, issues clothing and personal hygiene items. Monitors inmate activities inside the facility (meals, cleaning, exercise, work, recreation, visitation, religious services, personal hygiene, etc.); conducts headcounts; conducts medical/sick calls and distributes medications; controls movements of inmates; manages inmate workers/trustees; transports prisoners as assigned. Oversees health, safety, and welfare functions for inmates, including meals, clothing, medical aid, visitation/communication coordination, and mail distribution. Maintains facility security; performs security checks; monitors video surveillance; checks door locks; conducts emergency drills; conducts jail shakedowns; searches for contraband; assists in restraining violent/unruly prisoners. Supervises staff supervising inmates during visitation, meals, and medical calls; reports unusual observations; oversees cleaning of inmate quarters or cells upon release. Monitors base and two-way radio; responds to emergencies; operates fire suppression equipment; provides first-aid/CPR as needed. Supervises release of prisoners per procedures; prepares out-processing documentation; runs GCIC reports; releases prisoners upon bonding, case termination, or probation placement. Responds to questions, complaints, and requests for information from inmates, the public, court personnel, medical staff, attorneys, clergy, officers, employees, and supervisors. Ensures inmates with special needs receive required attention (contagious disease, suicidal tendencies, or special medical problems). Supervises mediation of disputes between inmates and staff; counsels and disciplines inmates as required; supervises GCIC checks and data entry for booking, history, property, medical, investigation, and background records. Conducts shift meetings, seminars, and training to maintain knowledge of department operations, improve performance, and stay current with policies, procedures, codes, and laws. Assists in budget development and administration; prepares budget requests; monitors expenditures for compliance with approved budget. Performs related administrative functions; maintains statistics and records; generates reports; maintains licenses and certifications for staff. Maintains knowledge of applicable laws, regulations, policies, and procedures; stays informed about equipment, procedures, trends, and advances in the field; participates in continuing education. Processes documentation related to department operations within designated timeframes and per procedures: reviews compstat profile sheets, j-rosters, inventory sheets, incident reports, activity logs, and sick call sheets; prepares forms, reports, and correspondence; compiles data for department reports and maintains records. Operates equipment and uses software for word processing, spreadsheets, databases, Internet, and email; supports general office and law enforcement tasks as needed. Communicates with supervisors, colleagues, inmates, clergy, attorneys, the public, and others to coordinate work and resolve problems. Performs other duties as assigned. Ability to: Manage and direct a comprehensive jail administration program. Develop and administer departmental goals, objectives, and procedures. Analyze programs, policies, and needs and implement adjustments. Identify and respond to sensitive community and organizational issues. Plan, organize, direct, and coordinate work of lower level staff; interpret and apply policies, laws, and regulations. Analyze complex jail administration issues and implement sound solutions. Adjust standard operating procedures to improve effectiveness. Delegate authority and responsibility. Select, supervise, train, and evaluate staff; analyze problems and implement recommendations in support of goals. Research and evaluate new service delivery methods and techniques. Prepare clear reports; administer large and complex budgets; present information to groups. Meet standards for physical endurance, agility, health, and vision; act quickly and calmly in emergencies. Facilitate group participation and consensus building; operate office equipment and software; communicate clearly in writing and verbally. Establish and maintain effective working relationships with those contacted in the course of work. Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies. Qualifications

Associate degree from an accredited college or university with major coursework in criminology, criminal justice, business administration, public administration, or related field. Three years of related experience including one year of supervisory experience in jail or prison operations, and experience in planning, budget, personnel, and report preparation. Must possess and maintain Basic Jail Officer Certification in addition to CPR and First Aid. Ability to meet current requirements set forth by the Police Standards and Training Council for the State of Georgia Certified Jailer. Possession of a valid Georgia Class C driver’s license and a satisfactory driving record as a condition of employment. Physical Demands & Work Environment

Physical:

Primary functions require sufficient physical ability and mobility to work in an office setting and operate office equipment. Includes sitting, neck movements, dexterity, lifting up to 20-25 lbs, and transporting distances up to 50 feet. Vision:

See in the normal visual range to read computer screens and documents and operate equipment. Hearing:
