Data Analyst/Business Activity Monitoring (BAM) Specialist
RELI Group, Inc. is hiring a Data Analyst / Business Activity Monitoring (BAM) Specialist to support the Information Security and Privacy Services (ISPS) under the Marketplace System Security and Privacy Support Services (MSSPSS) contract for the Centers for Medicare & Medicaid Services (CMS). This role supports Task 7, focusing on data analytics, performance monitoring, and business activity oversight in support of Enterprise Risk Management (ERM) and Partner Program Integrity across the ACA and NST systems. The BAM Specialist will develop and manage dashboards, analyze usage patterns, identify anomalies, and provide real-time and periodic insight into business activities to help mitigate risk and support compliance with federal policies and CMS Acceptable Risk Safeguards (ARS). Responsibilities
Design and implement BAM dashboards to track metrics related to ACA and NST partner behavior Develop business rules and logic to detect outliers, anomalies, or threshold breaches across critical data activities (e.g., excessive access, automation misuse) Analyze data sets related to partner system usage, privacy events, and transaction-level behaviors Create and maintain dashboards and reports using CMS-approved platforms and data sources Collaborate with Risk Strategists, Privacy Analysts, and GRC SMEs to define key risk indicators and develop actionable insights Support audit readiness and stakeholder inquiries through data visualization and analytical summaries Ensure BAM strategies align with CMS risk management practices, CCIIO requirements, and ARS 5.0 controls Develop and document data sources, logic rules, metric definitions, and visualizations for program reporting Qualifications
Bachelor’s degree in Data Analytics, Computer Science, Public Policy, Information Systems, or a related field 5+ years of experience in data analytics, dashboarding, or risk-based monitoring in federal or healthcare programs Strong proficiency with data visualization tools (e.g., Tableau, Power BI, QuickSight) and data transformation tools Experience designing dashboards for operational insight, risk reporting, or compliance monitoring Understanding of privacy risk, business rule development, and enterprise-level data governance concepts Familiarity with structured data sets, query languages (e.g., SQL), and business rules automation Excellent written and verbal communication skills, especially around data interpretation and stakeholder engagement Preferred Qualifications
Experience supporting CMS, CCIIO, or ACA-related federal programs Knowledge of CMS Acceptable Risk Safeguards (ARS 5.0), IS2P2, or NIST frameworks Experience with Python, R, or scripting for data validation and transformation Familiarity with BAM methodologies or fraud/waste/abuse detection in federal oversight programs Ability to manage stakeholder expectations and translate policy into measurable analytics EEO Employer
