Recorder's Court Manager
This position is responsible for collecting and entering information into the Recorder's Court accounting system. Operational support to the court (provide statistical reports, identify additional resources as needed/requested, assist with special events, provide resources, liaison between the court and the Clerk of Recorder's Court). Responsible for the management of the court facility as it relates to the functioning and performance of the court and court personnel. Responsible for security of the Recorder's Court Facility. Develop working relationships with law enforcement agencies within Muscogee County. Develop, present and manage the Recorder's Court budget. Responsible for the court facility usage, improvement and planning needs. Day-to-day supervision of personnel in both the Judicial and Financial Divisions. Manage the security operations within the court facility. Manage the development and creation of dockets for the Recorder's Court, which includes criminal histories, driver's license histories, verification of qualifying charges, issue subpoenas and warrants, schedule interpreters, enter all orders, motions and notices, accusations, search warrants, transcripts, community service, no points letters, media requests, FBI requests, entries of appearance and limited driving permits. Prepare arrest warrants, bench warrants and suspension requests for defendants that fail to appear. Supervise staff; set priorities; create work schedules; provide training; conduct performance evaluations; provide both positive and negative feedback to employees and implement disciplinary actions. Approve request for vacation, sick leave and compensatory time, enter time into the payroll system. Direct and coordinate staff in the daily operation of financial duties including: accounts payable; utility billing; cash receipts; customer service; entering codes and settings; inputting and posting transactions; importing third-party system files; initiating and verifying system processes, researching date and processing reports; reconcile general ledger and subsidiary ledgers; prepare journal entries; track, reconcile and submit payments of taxes and fees; process reports; prepares monthly and year-end financial reports and reconciliations; setting priorities for work processes and procedures; overseeing the maintenance of databases, filing systems, bookkeeping procedures and related systems in compliance with accounting practices and principles; files and returns due to state and federal government agencies. Oversee the Records management to include the creation, completion and filing of all court records. Review and respond to complaints. Work on special projects assigned by the Clerk of recorder's Court. Supervise the training and instruction of new employees. Analyze new laws and programs that may affect the court and make recommendations to the clerk. Schedule public defenders for conflict cases on the docket. Performs other related duties as assigned. Knowledge of federal, state, and local criminal laws. Knowledge of court procedures and civil processes. Knowledge of modern office principles and practices. Knowledge of GCIC and NCIC rules and regulations. Skill in establishing and maintaining effective working relationships with others. Knowledge in city policies, procedures and Municipal Code. Knowledge in the principles of public and business administration. Knowledge in the principles and practices of effective employee supervision. Knowledge in the principles and practices of government accounting. Knowledge in the principles and practices of public finance, project management and strategic planning. Knowledge in all aspects of the operation of the Recorder's Court. Knowledge of the Judicial Code of Ethics and applicable Georgia Statutes and pertinent state and federal laws. Skill in the use of office equipment including computers and related software. Skill in planning, organizing, problem-solving, and decision-making. Skill in oral and written communication. The work is typically performed while sitting at a desk or table. The employee must occasionally lift light objects. Balancing
