The Paiute Indian Tribe of Utah (Tribe) is seeking a dynamic and experienced Human Resources Manager to join our team. The Human Resources Manager will oversee all aspects of the human resources function within the Tribe.

Responsibilities

  • Implement and integrate HR policies, procedures, services, and processes to meet the Tribe’s operational needs and align with the Tribe’s mission and goals.
  • Serve as a information resource for management on policy and procedural requirements for personnel actions.
  • Provide Department Managers and Supervisors with information and assistance regarding personnel rules, regulations, job descriptions, policies, and procedures.
  • Manage onboarding and orientation, ensure new hire paperwork is completed per federal requirements.
  • Problem-solve HR-related issues pertaining to the Tribe.
  • Maintain knowledge of Tribal personnel policies and procedures and update as needed to ensure regulatory compliance.
  • Perform assessments to identify training needs and develop training plans aligned with organizational needs.
  • Maintain strict confidentiality of sensitive personnel documentation and information.
  • Manage the HRIS system and ensure accurate integration with payroll.
  • Ensure compliance with Tribal personnel policies, Indian Preference, Affirmative Action, Equal Employment Opportunity, and other applicable laws.
  • Implement and ensure compliance with background check policies per Public Law 101-630; oversee execution and safeguarding of sensitive information and full adjudications for employees, interns, and volunteers.
  • Administer compensation and benefits programs, including classification, pay policies, compensation studies, and developing compensation strategies.
  • Address and investigate internal employee relations issues; assist supervisors with complaints or minor grievances as needed.
  • Prepare and maintain employment records and personnel files (excluding Tribal Council Members).
  • Develop and manage job announcements, postings, and recruitment for open positions; incorporate Gap Analysis into recruitment/selection.
  • Assist billing department with credentialing processes and participate in credentialing workgroups.
  • Ensure compliance with alcohol/drug screening and background check policies and procedures.
  • Serve as liaison for the Employee Assistance Program (EAP) for Tribal Employees.
  • Prepare monthly, quarterly, and yearly reports, along with the annual department budget.
  • Manage timely completion of performance appraisals and end-of-probation reviews; implement performance management systems and improvement plans as needed.
  • Coordinate exit interviews and ensure necessary termination paperwork is completed.
  • Coordinate with Management to create and maintain MedTrainer training for staff.
  • Demonstrate time management, accuracy, and timely completion of assigned tasks; maintain high standards for departmental records and reports.
  • Conduct regular audits to ensure HR policy and legal compliance; provide internal trainings on policies and procedures.
  • Support other team members and participate in special projects as required; stay updated on industry trends and HR best practices.
  • Must travel as needed.
  • Other duties as assigned to support the Tribe’s operations.

Necessary Knowledge, Skills, & Abilities

  • Thorough knowledge of federal, state, and tribal employment laws and regulations.
  • Knowledge of personnel functions including classification, staffing, benefits, employee relations, and development.
  • Strong problem-solving and decision-making abilities.
  • Ability to handle confidential information with discretion and professionalism.
  • Ability to establish and maintain effective working relationships at all levels of the organization and community.
  • Ability to work autonomously with strong organization and adaptability.
  • Respect for Native American customs, traditions, and socioeconomic needs.
  • Excellent oral and written communication skills, including public speaking to diverse groups.

Work Schedule

Monday - Friday, 8:00 AM - 5:00 PM, 1-hour unpaid lunch break.

Requirements

General Requirements:

  • Must be insurable through the Tribe’s vehicle insurance.
  • Must pass a criminal and fingerprint background check according to P.L. 101-630 standards.
  • Must be able to pass an alcohol/drug screening.

Education & Experience

  • Bachelor’s degree in human resources, business administration, or a related field from an accredited college or university.
  • Three to five years’ experience in Human Resources.
  • Two years of office work required.
  • Preferred one year of recruiting experience in a health care setting.
  • Preferred one year of managing Human Resources in a Tribal environment.
  • Preferred one year of experience working with a Tribal Government or Tribal Organization.

License & Certification

  • Must possess and provide proof of a valid Driver’s License.
  • Must obtain and provide proof of a Tribal Human Resource Professional (THRP) certification within one year of hire and maintain thereafter.
  • Must obtain and provide proof of a valid SHRM-CP or PHR certification within one year of hire and maintain thereafter.
