Overview
Principal Technical Consultant, Biologist/Regulatory Specialist, Power and Renewables at ERM. The role supports ERM's Capital Project Delivery service with experience in environmental permitting, CEQA/NEPA, and natural resource permitting for California utility projects. Responsibilities
Serve as Project Biologist/Regulatory Specialist for environmental impact assessment under CEQA and NEPA and related permitting for ERM clients' capital projects (data centers, power generation, transmission, renewable energy). Contribute to preparing technical studies and impact assessment documents, including Environmental Impact Reports (EIRs) and Biological Constraints Reports, acting as program manager, lead technical expert, or QA/QC. Lead permit-strategy development, specify best management practices, prepare permit applications, and negotiate permit conditions with state and federal agencies. Direct permitting and compliance for telecom, energy infrastructure, and linear development projects with emphasis on Army Corps of Engineers, California Coastal Commission, USFWS, CDFW, and RWQCB permits and consultations. Collaborate with account teams to grow ERM's client engagement; support sales and delivery of ERM services to electric/gas transmission and generation markets. Mentor staff consultants and contribute to building a high-performance team; identify and develop emerging talent. Work in a cross-functional team to grow ERM’s global business and drive innovation in Impact Assessment and Planning services. Meet health and safety standards, financial targets, budgets, schedules, client satisfaction, and risk/contract requirements. Requirements
BS/MS in biology, environmental science or related field. 6+ years of consulting experience in electric/gas transmission and generation markets in California. Business acumen to understand risks and provide enterprise-wide solutions. Track record delivering multi-million dollar environmental programs or winning large projects. Established relationships with California utility companies (PG&E, SCE, Sempra). Ability to cultivate new client relationships in Bay Area technology, media, and telecommunications sectors. Solid understanding of CEQA/NEPA impact assessment and related issues in California electric/gas markets. Technical reputation and positive relationships with regulators relevant to CEQA approvals. Strong people leadership skills to manage and develop a team. Positive, collaborative attitude and alignment with ERM values. Compensation and benefits: annual base pay range for this senior level position is $106,480–$148,700 USD, with factors affecting pay. Some roles may have compensation outside the range.
