Overview
Principal Technical Consultant, Biologist/Regulatory Specialist, Power and Renewables at ERM. The role focuses on environmental permitting, CEQA/NEPA, and large-scale capital projects in California. ERM’s Capital Project Delivery service focuses on supporting development of projects in power, technology, telecommunications, mining, chemical, transport, and infrastructure sectors, with an emphasis on environmental, social, health, and cultural resources considerations. Responsibilities
Serve as Project Biologist/Regulatory Specialist for environmental impact assessment under CEQA- and NEPA-related activities and natural resource permitting in support of ERM clients’ capital projects (e.g., data centers, power generation, electrical transmission, renewable energy projects). Contribute to preparing technical studies and impact assessment documents, including Environmental Impact Reports (EIRs) and Biological Constraints Reports, serving in roles ranging from program manager to lead technical expert to QA/QC. Lead programs to develop permit strategies, specify best management practices; prepare permit applications and negotiate conditions with applicable state and federal agencies. Direct permitting and compliance for telecom, energy infrastructure, and other linear development projects with emphasis on permits and consultations with agencies such as the U.S. Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Fish and Wildlife Service, and Regional Water Quality Control Boards. Engage with account teams and contribute to client development and delivery of ERM’s consulting services to electric/gas transmission and generation siting/development markets; provide business value and strategic client engagement. Participate in the growth and development of a high-performance team, mentoring staff consultants and identifying emerging talent. Work in a collaborative, cross-functional environment to build ERM’s global business, drive innovation within the Impact Assessment and Planning service offering, and differentiate ERM in the market. Meet business health and safety performance standards, financial targets, project budgets and schedules, client satisfaction, and internal risk management requirements. Requirements
BS/MS in biology, environmental science or related field. 6+ years of consulting experience, including substantial experience with electric/gas transmission and generation markets in California. Business acumen to understand risks and opportunities, with ability to provide enterprise-wide solutions for clients. Demonstrated track record in delivering multi-million dollar environmental programs or winning large projects. Established relationships with California utility companies (e.g., PG&E, SCE, Sempra) to leverage opportunities. Ability to cultivate new client relationships in collaboration with Account Directors and teams. Solid understanding of the key impact assessment and management issues in the California electric/gas transmission and generation market; strong technical competence in CEQA impact assessment. Recognized technical expertise and positive reputation with regulators relevant to CEQA approvals. Strong people leadership skills with a passion for mentoring and growing a team. Collaborative, results-driven mindset aligned with ERM’s global objectives. Compensation and Benefits
For the Principal Technical Consultant, Biologist/Regulatory Specialist, Power and Renewables (Senior Level) position, the anticipated annual base pay range is $106,480–$148,700 USD. Actual pay is based on education, qualifications, experience, geographic location, performance, travel requirements, and business needs. Additional compensation may be outside the range as noted. Eligible for an annual discretionary performance bonus.
